Human Resources Manager (Multi-Unit)

We are seeking an experienced Human Resources Manager to lead human resources across multiple coal mining operations in Southern West Virginia, specifically supporting our facilities in Beckley and Itmann, WV.

In this role, you will serve as a strategic business partner, reporting directly to the VP of Operations, with a dotted-line reporting relationship to Corporate HR. You will be responsible for executing HR strategies, managing employee relations, and driving talent acquisition and retention.

Success in this role requires a hands-on HR partner who is highly visible in the field and equipped to manage the daily demands of a fast-paced, safety-first mining operation.

Key Responsibilities:

  • Operational Partnership: Serve as the primary HR partner to the VP of Operations and mine managers, maintaining a regular physical presence at both the Beckley and Itmann complexes to support site leadership, align workforce strategies, and stay connected with operations personnel. Provide workforce metrics and updates to Corporate HR regarding turnover trends, staffing shortages, and employee feedback.
  • Employee Relations: Execute initiative-taking employee relations programs to maintain a positive, productive, and open-door work environment. Resolve complex employee grievances and conduct thorough investigations into policy violations, discrimination claims, or behavioral issues. Analyze employee feedback and exit interview data to identify and resolve underlying workplace morale issues.
  • Talent Acquisition & Onboarding: Develop regional recruiting strategies to source skilled miners, equipment operators, engineers, electricians, and supervisors. Manage partnerships with local trade schools and community colleges to build a talent pipeline. Oversee the onboarding and orientation process to reduce early-stage turnover.
  • Compliance & Safety Culture: Demonstrate, support, and promote Core Natural Resources’ core values of safety, sustainability, and continuous improvement. Ensure full compliance with federal and state employment laws, HR policies, benefit programs, and compensation structures.
  • Performance Management: Coach and train site leadership on performance management, progressive discipline, documentation, and employee development.

Minimum Qualifications & Education:

  • Degree: Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Experience: 5+ years of progressive HR experience.
  • Industry & Regulatory Knowledge: Thorough understanding of federal and state employment laws, alongside a functional awareness of MSHA (Mine Safety and Health Administration) compliance and safety-critical environments.
  • Communication: Excellent people skills with the ability to build trust with all employees, including executive leadership.
  • Logistics: Must hold a valid driver’s license and be able to travel frequently between assigned mine sites. This role requires flexibility to support multiple shifts, respond to urgent site needs, and maintain a consistent field presence across operations.
