PSE's Data & AI team is looking for qualified candidates to fill an open Manager Information Technology (M2) - Data Decision Products position!


Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

The Manager Information Technology (M2) plans, organizes, and directs work related to data decision products within PSE's Data & AI organization. The M2 owns the strategy, delivery, availability, and continuous improvement of PSE’s enterprise Power BI reporting platform across on-premises Power BI Report Server and Power BI in Microsoft Fabric. The manager leads a team of IT professionals, many of whom operate with significant autonomy and independence, and may also oversee lower-level managers and contractors. The ideal candidate has extensive experience with Power BI and will need to closely partner with data engineering and platform teams as well as reporting platform stakeholders across the organization (data scientists, centralized and decentralized reporting teams, business units, senior leadership, etc.) to provide a reporting platform that meets their evolving needs.

This job is considered “safety sensitive” as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities

People leadership, safety & team building

  • Provides coaching, feedback, direction, and development opportunities; sets clear expectations and holds employees accountable for performance, goals, and safety standards.
  • Conducts and ensures completion of performance reviews and development plans; makes effective staffing decisions; ensures required training is completed.
  • Builds effective, motivated, multidisciplinary teams and fosters a collaborative, customer-oriented team environment across employees and contractors.

Enterprise reporting platform (primary accountability)

  • Owns the strategy, delivery, availability, and continuous improvement of PSE’s enterprise Power BI reporting platform across on-premises Power BI Report Server and Power BI in Microsoft Fabric.
  • Advances a governed, distributed self-service reporting model — establishing standards, guardrails, and support processes that let business teams build and publish their own reports while protecting quality, security, and performance.
  • Leads the migration and rationalization of legacy reporting from BusinessObjects (BOBJ), BEx queries, and SAP BW into Power BI/Fabric, including semantic model design and report consolidation.
  • Sets and monitors service-level targets for the reporting platform; identifies and reports on KPIs for platform health, adoption, and delivery.
  • Works closely with data engineering and platform teams as well as reporting platform stakeholders across the organization (data scientists, centralized and decentralized reporting teams, business units, senior leadership, etc.) to provide a reporting platform that meets their evolving needs.
  • Accountable for platforms carrying Tier 1 uptime and disaster-recovery obligations. This role is not a first-call/primary on-call position, but may be called into incident bridges to provide management direction during significant incidents.

Additional team responsibilities may include:

  • Database Administration: Directs database administration across MS SQL Server and Oracle (on-premises and cloud), plus limited support for other database technologies; ensures availability, performance, patching, backup/recovery, and disaster-recovery readiness for Tier 1 systems.
  • Data Governance: Oversees the Microsoft Purview platform and drives adoption of naming standards, data classification, and lineage tracking in partnership with business units and other IT teams.
  • Document Management: Directs the maintenance and socialization of PSE’s document/records lifecycle management policies and supporting practices.

Strategy, operations & stakeholder management

  • Participates in 0–24 month strategic planning for the assigned area; cultivates, disseminates, and enforces policies, procedures, and standards for the team(s).
  • Works closely with customers and colleagues to identify opportunities to use technology to improve business processes and support critical business strategies.
  • Ensures solutions are developed and deployed in compliance with PSE architectural standards and established methodologies and practices.
  • Establishes and manages the annual budget for the assigned area; develops and maintains key vendor relationships and ensures SLAs and deliverables are met.
  • Partners across IT to coordinate cross-team work and resource needs; provides direction and support to project managers to ensure successful implementations.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Engineering, or related discipline, or equivalent combination of education and/or work experience. 
  • Proven knowledge of information technologies and methodologies related to data governance and data management.
  • 7 years experience in the data governance and data management areas.
  • 7 years experience in managing and leading teams (some could include consulting) in strategic planning, development, implementation and support of data governance and data management areas with experience in management demonstrating: 
    • Strategic thinking and leadership with strong abilities in relationship management
    • High competency in project management discipline and execution of small to large projects.
    • Experience in leading multidisciplinary, high-performance work teams/groups.
    • Successful development and implementation of new technologies in data governance and data management. 
    • Proficiency in driving process improvement.
    • Demonstrated competency in developing efficient and effective solutions to diverse and complex problems.
  • Two years experience in participating in strategic planning, development, implementation and maintenance/support of data governance and data management areas.
  • Demonstrated management and decision making skills concerning data governance policies, controls, processes, and procedures with proven track record of completing tasks and/or projects within budget and on schedule
  • Strong knowledge and understanding of business processes.
  • Excellent communication and presentation skills, especially with non-technical managers. Solid oral and written communication skills. An ability to present and discuss technical information in a way that establishes rapport, persuades others and gains understanding.
  • Strong knowledge in project management discipline (waterfall , agile/scrum) to effectively arrange resources and manage multiple small to large projects in a cross-functional environment.
  • Strong analytical, problem-solving and conceptual skills for single or multiple technical areas.
  • Strong negotiating and critical thinking skills.
  • Customer-oriented, a positive, team-oriented attitude, flexibility, an understanding of the business issues driving the need for information technology, and solid work ethic are expected.
  • Expert in using data governance and data management tools.
  • Deep background in metadata management, and master data management tools, multi-tier reporting systems design and support practices, including architecture, engineering, configuration, tuning, and capacity planning. 

Desired Qualifications

  • Deep hands-on experience with Power BI in Microsoft Fabric, including workspace/app design, semantic models, and governance.
  • Experience leading migrations from BusinessObjects (BOBJ), BEx, and/or SAP BW to Power BI/Fabric.
  • Familiarity with enterprise data platforms and analytics operations (e.g., data gateways, capacity management, DR for Tier 1 reporting systems).
  • Exposure to database administration concepts across SQL Server and Oracle (awareness of PostgreSQL, MongoDB, and other technologies).
  • Experience with data governance and Microsoft Purview — metadata management, data classification, naming standards, and lineage.
  • Experience with document/records lifecycle management policy and practices.
  • ITIL, PMP, or Six Sigma certification; a Master’s degree.
  • Working knowledge of WUTC/WAC rules and regulations and utility business practices.

The pay range for this position is $135,600.00 - $239,900.00, and this position is eligible for annual goals based incentive bonuses.
