Overview
CVP is seeking a Senior Project Manager to lead delivery for NIH's core enterprise directory and people-data hub. This hub supports staff onboarding/offboarding, logical and physical access, and the distribution of validated person/organization data to many downstream systems. In FY25, it supported approximately 43,000 staff with logical accounts, 7,762 onboardings, and 14,483 offboardings.
Responsibilities
- Own O&M, enhancements, and modernization delivery for NIH across scope, schedule, cost, and backlog
- Lead release planning, risk/issue management, and stakeholder coordination
- Manage EPLC artifacts and coordinate change/security processes through TRB/CAB and ARB
- Oversee SLA performance and Tier II/III support coordination
- Support DevSecOps/CI-CD delivery and cloud-native modernization
- Manage complex interconnections among different systems, Active Directory, NIH enterprise web services, and downstream dependent systems
Qualifications
- Must be eligible to obtain a Public Trust clearance
- BS/BA + 8 years of relevant experience; OR MS/MA/MBA + 5 years; OR 13 years of relevant experience in lieu of degree
- 10+ years of IT project/program management experience
- 3+ years managing comparable-scope federal application efforts
- Federal EPLC/Agile delivery experience
- Working knowledge of IBM BAW and the NED Portal; NED Search; NED/AD Link Editor; PIV Sponsor Management; Active Directory/account provisioning; NED Oracle data services; and NIH enterprise web services
- Familiarity with identity lifecycle, badge/account workflows, and data-quality management

- FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
- On-site availability when directed
Salary Range: $160,000 - $180,000 (depending on experience)
