Summary/Objective 
The Building Services Manager is responsible for the strategic leadership, planning, administration and execution for all custodial, housekeeping and venue appearance operations across BJCC properties. Ensures venues are clean, safe and well maintained. Provides leadership for building services staff, while ensuring facilities consistently meet exceptional standards of cleanliness, safety, regulatory compliance and guest experience. Directs departmental budgets, staffing, inventory control and contract labor administration. 

Essential Duties/Responsibilities 

Demonstrates understanding and full performance ability in each of the following:

  • Provide leadership and daily management of Building Services operations across all BJCC venues.
  • Identifies, assigns and performs cleaning and janitorial tasks as required.
  • Develop staffing plans and deployment strategies for events, changeovers and daily operations.
  • Creates and maintains documented inspection logs and cleaning checklists.
  • Develop and communicate departmental policies, SOPs, quality standards and inspection programs.
  • Conduct routine facility inspections and implement corrective action plans.
  • Develop departmental operating and capital budgets while monitoring expenditure.
  • Administer service contracts, RFPs, vendor relationships and invoice reconciliation.
  • Maintain inventory control for chemicals, supplies and equipment.
  • Ensure compliance with OSHA, EPA, SDS, bloodborne pathogen, PPE and environmental regulations.
  • Logistically plans operations associated with floor and carpet care, bathroom cleanliness, grounds care and overall building cleanliness consistent with the Convention Complex standards. 
  • Lead safety meetings, training and incident investigations for BJCC staff.
  • Partner with Event Management, Operations, Public Safety and Facilities to support event readiness.
  • Implement sustainability initiatives including waste reduction and recycling where practical.
  • Recruit, hire, develop and retain high-performing employees.
  • Demonstrated experience managing staffing contracts, including developing service specifications, monitoring vendor performance, administering service level agreements (SLAs), evaluating contractor compliance, and resolving performance issues appropriately. 
  • Administers service contract vendor relationship, including procurement, bid/RFP development assistance, contract implementation, monitoring, invoice reconciliation, and ongoing contract performance management. 
  • Proactively oversees and works closely with outsourced vendor service provider leadership to ensure compliance with contract deliverables. 
  • Performs related duties as required.

Work Environment

This position may have a moderate to extensive stress level associated with dealing with crowds of public visitors. The environment is mainly indoors, however position may be required to work outdoors and exposed to the elements (heat, rain, etc.); must be able to endure high and low temperatures.


Physical Demands

Position requires extensive lifting, climbing, carrying, walking, and standing for extended periods of time. Periodic sitting, stooping, squatting, kneeling, and bending. Ability to lift up to 50-pound items with or without assistance, while maintaining good balance. Requires ability to push loaded dollies and operate a variety of large commercial equipment. Must be flexible enough to reach above shoulder level and be able to push and pull for extended periods of time. Visual acuity, speech recognition, and speech clarity. 

Position Type/Expected Hours of Work
This is a full-time position; hours of work must be flexible and varied to meet the demands of the events of the facility. Must be able to work extended and/or irregular hours including day, nights, weekends, and holidays, as needed.


Required Education and Experience

  • Minimum of five (5) years related experience in custodial work at the managerial level, preferably in a large public venue, hotel, or health care facility. 
  • Bachelor’s degree from an accredited college or university with emphasis in public administration, business management or a related field or a combination of experience and some college.
  • Minimum of five (5) years’ experience preparing and managing service staffing contracts including preparing operating budgets, labor forecasts, inventory control and cost containment initiatives. 
  • Industry certification(s) preferred. 
  • Valid State Driver License.

Additional Eligibility Qualifications

  • Knowledge of basic mathematical calculations.
  • Proficient with CMMS/work order systems.
  • Proficient with managing budgets, inventory control/procurement and contract administration. 
  • Ability to meet deadlines, define, measure and manage projects and resolve matters associated with project management, to ensure ideal results
  • Ability to demonstrate critical thinking, time management, and deductive reasoning skills. 
  • Ability to prioritize tasks and to delegate them when appropriate. 
  • Strong analytical and problem-solving skills.
  • Capable of working independently without continuous supervision. 
  • Exceptional ability to remain flexible and adjust to situations as they occur to take appropriate corrective action. 
  • Proficient in computer and technology skills in the use of Microsoft Offices, two-way radio, cell phone, knowledge and use of accounting and event management software is a plus. 
  • Strong management and leadership skills. 
  • Excellent oral communication, written communication, fluency in English, active listening. Bilingual (fluent in Spanish) is a plus. 
  • Excellent interpersonal and customer service skills.
  • Knowledgeable of safety and industry standards for chemical & cleaning solutions, MSDS management, OSHA standards, personal protective equipment, and cleaning techniques. 
  • Ability to write, interpret policies and procedures. Knowledge of local, state and federal laws and guidelines relating to safety in the workplace. 
  • Must have a working knowledge of application and maintenance of commercial equipment and tools associated with the work (vacuums, mops, commercial scrubbers, sweepers). 
  • Ability to read, analyze, and interpret general business documents, governmental regulations associated with the work. Expected to assist with writing bids, reports, business letters, and policies and procedures for the department.
