SUMMARY:

Under limited supervision, directs the personnel involved in project development, design and construction for private development and BJWSA led design projects. This position oversees activities between consulting engineers, contractors, developers and BJWSA personnel to ensure all projects are developed, designed and constructed according to BJWSA specifications and ethical standards. This Director offers technical leadership and mentorship to all department staff and maintains relationships with both internal and external stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include but are not limited to:

  • Directs and supervises duties of assigned supervisory and technical staff. Supervisory duties include instructing,; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems, and recommending employee transfers, promotions, discipline and discharge.
  • Reviews, approves and provides technical assistance in the review of engineering design plans and specifications for projects being developed by private developers and /or BJWSA, ensuring proper design, good construction practice consistent with Authority construction guidelines, and ease of operation and maintenance.
  • Duties include leadership of all design deliverables related to assigned projects. Supervises project designs, drawings, construction documents, cost estimates, material orders, reports, addenda and change orders, and planning recommendations as required for each project. Ensures that required permits, approvals, codes, regulations, and contract requirements have been received, properly complied with, and recorded.
  • Provides leadership related to BJWSA AutoCAD standards, and all other related design deliverables with coordination and consideration from BJWSA Engineering Leadership Team.
  • Creates development agreements with developers for large developments and approves capacity credits for developers who install regional infrastructure for BJWSA. 
  • Establishes project budgets and maintains costs within budget limits. Directs BJWSA’s design and engineering contracts to ensure proper and timely progression and completion.
  • Successfully fulfills the following leadership functions: safety, recruitment, learning and development, succession planning, employee relations concerns/resolutions, counseling, performance management, promotions, salary administration, policy development/adherence, ethics, budget preparation/adherence and disciplinary actions. Ensures employee issues are dealt with sensitively resulting in legal, fair, consistent, and defensible actions. 
  • Monitors adherence to safety and security policies and implements changes when needed. 
  • Represents BJWSA at various meetings with engineers, consultants, developers, regulatory agencies, various political entities, contractors, community groups, etc. to provide information and assist in the resolution of problems. Establishes and maintains effective business relationships with customers, developers, and local municipalities.
  • Performs other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION and/or EXPERIENCE: Requires a Bachelor’s Degree in civil or mechanical engineering or related field with a minimum eight years’ experience in engineering related functions and project management. Extensive knowledge of the principles and practices of engineering as applied to civil design and hydraulics associated with water and wastewater systems required. Minimum five years’ experience at the management level required.

CERTIFICATES, LICENSES, REGISTRATIONS: Must be a licensed Professional Engineer in the State of South Carolina or obtain reciprocity within one year of hire. Must possess a valid driver's license.

Requires the ability to evaluate, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives. Synthesizes or integrates analysis of data or information to discover facts or develop knowledge or interpretations; changes in engineering and development related policies, procedures or methodologies based on new facts, knowledge, or interpretations.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. This includes interacting with various departments on various levels to guide and direct activities, receive direction and information from supervisor and provide guidance and direction and to subordinate staff members. Requires the ability to perform effectively in a leadership capacity.

Language Ability: Requires ability to read and create a variety of documents, codes, regulations, policy and procedure manuals, maps, construction drawings, work orders, etc. using proper format, punctuation, spelling and grammar. Requires the ability to communicate effectively with the General Manager, Deputy General Manager, Chiefs, Leadership Team, department managers, supervisors, coworkers, customers, contractors, developers etc. with clarity, poise, voice control and confidence using correct English and well-modulated voice.

Computer Proficiency: Must be proficient with computer software including, but not limited to, word processing, spreadsheet, database, and mapping. Must possess strong keyboarding skills,

Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists, interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Requires the ability to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach employees. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

Numerical Aptitude: Requires the ability to perform addition, subtraction, multiplication, division, calculate decimals and percentages, utilize principles of fractions, interpret graphs and determine time and weight.

Writing Skills: Requires proficiency in written communication, particularly the documentation of business practices and procedures.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually with job-related equipment.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery and operate motor vehicles.

Manual Dexterity: Requires the ability to operate a variety of equipment: keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergency situations, difficult personalities or tight deadlines. Incumbent may be subject to danger or risk and to tension as a regular, consistent part of the job.

Physical Communications: Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words hearing: perceiving nature of sounds by ear).
