Position Summary

KM Engineering is seeking an experienced Land Planner for a full-time position in Boise. This mid- to senior-level role leads land-use planning and entitlement efforts, serves as a key contact for clients and public agencies, and coordinates multidisciplinary project teams. The successful candidate will combine strong technical planning knowledge with project leadership, sound judgment, and the ability to move complex development projects from early due diligence through public approval and recording.


Key Responsibilities

  • Lead land use planning and entitlement projects from initial research and due diligence through agency approval
  • Serve as a primary planning contact for clients, municipal staff, reviewing agencies, and other project stakeholders.
  • Research, interpret, and apply zoning codes, comprehensive plans, subdivision ordinances, development standards, and agency procedures.
  • Build and maintain productive relationships with clients, public agencies, and community stakeholders.
  • Prepare, coordinate, and process entitlement applications, including subdivisions, annexations, rezones, conditional use permits, variances, and related land use approvals.
  • Support proposal preparation, scope development, fee estimates, and identification of new project opportunities.
  • Present and facilitate projects in public settings, including neighborhood meetings, hearings, and other public proceedings.
  • Develop and review preliminary land development concepts, agency requirements and approvals, and project closeout.
  • Evaluate infrastructure and development constraints, including utilities, roadways, access, drainage, and other site considerations, in coordination with technical disciplines.
  • Coordinate schedules, deliverables, and project priorities with developers, engineers, surveyors, landscape architects, architects, and other consultants.
  • Provide technical guidance and quality review for planning work; support and mentor less-experienced staff as appropriate.


Required Qualifications

  • Relevant degree or an equivalent combination of education and experience
  • Five or more years of progressively responsible experience
  • Independent project-management ability
  • Strong written, verbal, presentation, and interpersonal skills
  • Working knowledge of land-use regulations and entitlement processes
  • Ability to communicate effectively with internal and external stakeholders, both verbally and in writing.



Preferred Qualifications

  • Experience with Idaho or Treasure Valley jurisdictions
  • Consulting experience
  • Experience mentoring planning staff
  • Experience preparing scopes, fees, or proposals


Physical Requirements

  • Ability to remain in a stationary position (sitting or standing) for extended periods as needed to perform the essential functions of the position.
  • Ability to move about the workplace and perform job duties throughout the workday.
  • Ability to use hands and fingers to operate a computer, office equipment, tools, and other job-related equipment requiring manual dexterity.
  • Ability to reach, bend, stoop, kneel, and perform repetitive motions as required by the position.
  • Ability to lift, carry, push, and/or pull materials and equipment as required by the position. The employee must be able to lift up to 30 pounds on an occasional, frequent, or regular basis, depending on the essential functions of the role
  • Ability to maintain visual acuity sufficient to read printed and electronic materials and perform essential job functions.
