Harbor provides medical, behavioral health, dental, and support services to more than 34,000 patients in Boston, the South Shore, and Cape Cod. Harbor Health also operates two Programs for All-Inclusive Care for the Elderly in Mattapan and Brockton and a Woman, Infants and Children (WIC) Nutrition Program. To help further the mission of Harbor, we are currently seeking a Chief Dental Officer to join our leadership team. 

Role: 

The Chief Dental Officer is a member of the Senior Leadership Team (SLT) and reports directly to the Chief Executive Officer (CEO). This executive role sets system-level vision and strategic priorities for Harbor’s dental services, ensuring alignment with organizational goals, patient access, clinical excellence, workforce sustainability, financial performance, and long-term program growth. 

The Chief Dental Officer provides leadership and oversight to the Director of Dental Services and partners with senior leaders to evaluate dental program performance, strengthen service integration across sites, and advance innovation in care delivery models. This role champions the thoughtful use of emerging technology, data, and artificial intelligence to improve operational efficiency, strengthen revenue capture, and improve patient outcomes. 

The Chief Dental Officer also serves as Harbor’s senior dental leader with external partners, educational institutions, community stakeholders, and policy forums, and supports quality, access, and credibility with dental teams. 

Responsibilities: 

Executive Leadership & Strategic Direction 

  • Develops and executes the system-level vision and strategic priorities for Harbor's dental services, ensuring alignment with organizational goals, patient access, clinical excellence, workforce sustainability, financial performance, and long-term program growth.
  • Serves as Harbor's senior dental executive and member of the Senior Leadership Team (SLT), partnering with the Chief Executive Officer and executive leadership to advance organizational priorities, enterprise initiatives, and system-wide decision-making.
  • Partners with the Chief Executive Officer, Senior Leadership Team, clinical leaders, and operational leaders to evaluate dental program performance, strengthen service integration across sites, and advance innovative models of care.
  • Identifies community oral health needs, partnership opportunities, care model innovations, and service expansion strategies that advance Harbor's mission and improve access to oral health services.
  • Establishes annual strategic, operational, quality, workforce, and financial goals for Harbor's dental services and monitors organizational performance against established objectives. 


Executive Oversight & Operational Performance 

  • Provides executive leadership and strategic oversight to the Director of Dental Services, ensuring clear accountability for dental operations, quality, compliance, workforce development, financial performance, and program performance while appropriately delegating day-to-day operational management.
  • Uses data, quality metrics, access indicators, productivity trends, workforce information, financial performance, and patient experience feedback to evaluate organizational performance and identify strategic opportunities for improvement, innovation, expansion, and sustainable growth.
  • Collaborates with organizational leadership to assess patient access, waitlist trends, appointment utilization, care continuity, treatment completion, and missed appointment patterns, implementing strategies to improve patient flow, operational efficiency, and patient outcomes.
  • Champions the thoughtful use of emerging technology, data analytics, automation, and artificial intelligence to improve operational efficiency, strengthen revenue capture, improve patient outcomes, and support organizational decision-making. 


Clinical Quality, Compliance & Innovation

  • Provides senior dental expertise on policy, regulatory, accreditation, quality, financial, and operational matters while delegating day-to-day implementation and management to the Director of Dental Services and other appropriate clinical and operational leaders.
  • Promotes and fosters a culture of clinical excellence, patient safety, continuous quality improvement, innovation, accountability, and evidence-based practice across Harbor's dental services. 
  • Guides Harbor's dental workforce strategy, including provider capacity planning, leadership development, succession planning, recruitment priorities, retention strategies, and readiness for residents, students, National Health Service Corps (NHSC) providers, and educational partnerships.
  • Provides executive sponsorship and strategic guidance for dental residency, student, externship, and educational partnerships to ensure alignment with Harbor's clinical, workforce, and service delivery goals.


Workforce Strategy & Leadership Development

  • Guides Harbor's dental workforce strategy, including provider capacity planning, leadership development, succession planning, recruitment priorities, retention strategies, and readiness for residents, students, National Health Service Corps (NHSC) providers, and educational partnerships.
  • Provides executive sponsorship and strategic guidance for dental residency, student, externship, and educational partnerships to ensure alignment with Harbor's clinical, workforce, and service delivery goals.
  • Promotes mentorship, leadership development, and succession planning to strengthen Harbor's long-term provider pipeline.


External Relations & Community Partnerships

  • Serves as Harbor's senior dental representative with external partners, educational institutions, community stakeholders, professional organizations, and state and federal policy forums.
  • Develops and maintains collaborative partnerships that strengthen Harbor's reputation, expand educational affiliations, enhance workforce development opportunities, and advance community oral health initiatives. During emergency operations, may be required to report to and/or remain at work.


Organizational Responsibilities

  • During emergency operations, may be required to report and/or remain at work.
  • Maintains regular and punctual attendance.
  • Performs other related duties as assigned.


Requirements: 

  • Doctor of Dental Surgery (DDS) or Doctor of Dental Medicine (DMD) degree from an accredited college or university.
  • Master's degree in Business Administration (MBA), Healthcare Administration (MHA), Public Health (MPH), or a related field preferred
  • Current MA Dentist (Full) License, current DEA and MCSR, and BLS (Basic Life Support for Health Care Providers) Certification required
  • Minimum of ten (10) years of progressive clinical dental experience, including at least five (5) years of progressive senior leadership within a multi-provider, multi-site dental practice, community health center, integrated healthcare system, academic institution, or comparable healthcare organization
  • Demonstrated success leading strategic initiatives that improve clinical quality, patient access, workforce development, operational performance, financial sustainability, and organizational growth
  • Experience overseeing provider productivity, budgeting, financial performance, dental coding and billing operations, revenue cycle performance, and regulatory compliance
  • Demonstrated experience recruiting, developing, mentoring, and retaining providers and clinical leaders, including workforce planning and succession planning
  • Experience using data, quality metrics, technology, and emerging artificial intelligence tools to improve clinical, operational, and financial performance
  • Knowledge of electronic dental records and practice management systems; Epic/OCHIN experience preferred
  • Proficiency with Microsoft Office 365 applications, including Excel, Word, Outlook, Teams and PowerPoint.
  • Excellent leadership, communication, collaboration, strategic planning, financial acumen, and change management skills
  • Must be able to travel in a timely manner between all HHSI sites
