AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.
聽
Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
聽
OVERVIEW OF ROLE:
The incumbent in this position provides financial, administrative and programmatic support to the Agency's Division of Housing Stabilization. The incumbent maintains information tracking systems and financial records; prepares analysis and documentation related to federal programming. Records are maintained in accordance with federal and state regulations, and established Agency practices. The incumbent is responsible for analyzing contracts, evaluating automated and manual systems, identifying issues and resolutions and other duties as assigned. The incumbent exercises independent judgment in completion of assigned tasks.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
聽
1.聽聽聽聽 Fiscal Reviews/Budgeting:
路聽聽聽聽聽聽聽聽 Performs fiscal reviews for the current federal programs, Continuum of Care Projects, Emergency Solutions Grant, and State Opioid Response programs.
路聽聽聽聽聽聽聽聽 Reports projections monthly, and more frequently, to assist Program Managers make contractual decisions.
路聽聽聽聽聽聽聽聽 Builds budget requests and forecasts that are logical and defensible, based on an in-depth review of recent spending data and incorporation of all relevant program changes.
路聽聽聽聽聽聽聽聽 Prepares current year spending plans and out year budget requests for the Governor鈥檚 Budget, House Budget and Senate Budget for the federal programs.
路聽聽聽聽聽聽聽聽 Works closely with federal program staff in reviewing documents for compliance of federal and state regulations.
聽
2.聽聽聽聽 Monitoring:
路聽聽聽聽聽聽聽聽 Monitors and maintains encumbrance documents, invoices, and payroll transactions.
路聽聽聽聽聽聽聽聽 Responsible for assisting in monitoring subgrantees for compliance with federal grant requirements, State fiscal policies and Office of Management and Budget (OMB) Circulars.
聽
3.聽聽聽聽 Accounting:
路聽聽聽聽聽聽聽聽 Compiles and submits documents to load federal awards in State Accounting system, Massachusetts Management Accounting and Reporting System (MMARS).
路聽聽聽聽聽聽聽聽 Reviews MMARS reports to ensure payments have been processed through the Treasurer's system and funds remitted as directed.
路聽聽聽聽聽聽聽聽 Reviews MMARS reports to track/project spending and other operational data to provide supervisors with necessary information for enhanced decision making.
路聽聽聽聽聽聽聽聽 Reviews accounting procedures, reports, etc., and recommends changes to improve the flow of information.

4.聽聽聽聽 Technical Assistance:
路聽聽聽聽聽聽聽聽 Provides technical assistance and advice to agency personnel and others concerning assigned programs to exchange information, resolve problems and to ensure compliance with established policies, procedures and standards.
聽
5.聽聽聽聽 Auditing:
路聽聽聽聽聽聽聽聽 On an annual basis; reviews agency single audits for audit opinions, concerns, and/or findings; SAM.gov to ensure all vendors are in good standing; and MMARS to verify each vendor has a listed Unique Entity Identifier. Maintains tracking sheet and proof of each for verification.
路聽聽聽聽聽聽聽聽 Assists in all audit requests for the Agency.

6.聽聽聽聽 Other Administrative:
路聽聽聽聽聽聽聽聽 Responsible for the oversight of special projects and coordination of computer requirements and report generation.
路聽聽聽聽聽聽聽聽 Participates in meetings concerning policy and fiscal issues.
聽
PREFERRED QUALIFICATIONS:
1.聽聽聽聽聽 Knowledge of state accounting and budgetary procedures including terminology and proficiency using the Massachusetts Management Accounting & Reporting System (MMARS).
2.聽聽聽聽聽 Strong budgeting skills or knowledge of state budgetary process.
3.聽聽聽聽聽 Experience working with federal grants and Purchase of Service (POS) contracts
4.聽聽聽聽聽 Knowledge of the methods and techniques of financial analysis.
5.聽聽聽聽聽 Strong organizational skills and attention to detail; can work independently, manage multiple ongoing priorities, and organize time efficiently and effectively.
6.聽聽聽聽聽 Ability to adjust to changing priorities.
7.聽聽聽聽聽 Ability to manage a variety of tasks, organize workload and meet required deadlines.
8.聽聽聽聽聽 Knowledge of or experience working with state and/or federally funded homeless programs.
9.聽聽聽聽聽 Proficiency using Microsoft Excel, Access, and Word.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division鈥檚 Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
聽

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*
聽
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
聽
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
