ROLE OVERVIEW
ATS+Partners is seeking an RPA & Insurance Portal Automation Engineer to own the robotic process automation layer of the City of Brockton’s AI automation initiative, with a specific focus on the insurance carrier portal interactions and reconciliation workflows that represent the most operationally complex component of the engagement. This contractor addresses a critical gap against Comparative Criterion B of the RFP, which requires demonstrated experience automating Vehicle Insurance Reconciliation and, advantageously, Health Insurance Reconciliation.

Many of the City’s insurance carrier portals, state licensing databases, and vendor registration systems expose no programmatic API, requiring a capable RPA practitioner who understands how to build reliable, supervised automations that interact with live web interfaces. The contractor will design, build, test, and deploy UiPath and/or Power Automate workflows that retrieve insurance certificates directly from carrier portals, validate coverage data against the City’s fleet registry, and support health insurance enrollment reconciliation against carrier billing records — all within a compliance-controlled Azure Government Cloud environment.

PRIMARY RESPONSIBILITIES
•    Design and develop UiPath or Power Automate RPA workflows for Vehicle Insurance Certificate Reconciliation, including authenticated session management with carrier portals and direct certificate retrieval.
•    Build and maintain the insurance coverage matrix: per-vehicle coverage tracking, expiration date monitoring, and automated 90/60/30-day renewal alert generation.
•    Implement intelligent RPA (iRPA) using semantic element targeting so automations are resilient to carrier portal UI changes — targeting elements by role and label, not screen coordinates.
•    Establish and manage a supervised execution framework for the initial 50+ executions of each portal automation, documenting pass/fail behavior before transitioning to unattended operation.
•    Build portal change detection monitors that alert the team when a carrier portal’s structure changes materially, preventing silent automation failures in production.
•    Implement ACORD certificate parsing logic for the insurance reconciliation pipeline, handling layout variability across dozens of carrier formats with pre- and post-OCR validation.
•    Configure carrier authentication workflows that verify certificate legitimacy through direct portal query, not reliance on self-submitted certificates alone.
•    Support Health Insurance Reconciliation automation: build enrollment comparison logic identifying members billed but not enrolled, enrolled but not billed, tier mismatches, and dependent eligibility discrepancies.
•    Store all portal credentials in Azure Key Vault; ensure no credentials appear in automation scripts, configuration files, or logs.
•    Log all portal sessions with full replay capability for audit compliance; ensure RPA activity logs integrate with the Azure Log Analytics immutable audit trail.
•    Provide RPA workflow documentation, operator SOPs, and troubleshooting guides for City IT staff responsible for monitoring automations in Phase 5.
Requirements
REQUIRED QUALIFICATIONS
• UiPath or Power Automate: 3+ years building and deploying production RPA workflows, including unattended automation | • Web automation: proficiency with Selenium, UiPath Web Automation, or equivalent for browser-based workflow automation |
• Insurance portal automation: documented experience automating web interactions with insurance carrier portals, including certificate of insurance retrieval or verification | • Credential and secrets management: experience using Azure Key Vault, HashiCorp Vault, or equivalent for secure credential storage in RPA workflows |
• ACORD forms or certificate of insurance processing: experience with variable-format insurance document handling | • Azure cloud: working knowledge of Azure-hosted RPA infrastructure, Azure Active Directory, and service principal authentication |
• Vehicle insurance or fleet insurance data management: experience with fleet-level coverage validation, VIN-based tracking, or commercial auto insurance reconciliation | • API integration: ability to combine RPA with available APIs where they exist, using hybrid API-plus-RPA patterns |
• Intelligent RPA (iRPA): experience with semantic/AI-assisted element targeting for resilience against portal UI changes | • Regulated environment experience: prior work in government, insurance, or healthcare environments with compliance logging requirements |

• UiPath Certified Professional Developer (UiARD) or equivalent certification | • Municipal or government client experience: direct prior engagement with a city, county, or state agency in an RPA or automation capacity |
• Experience automating Massachusetts or New England insurance carrier portals specifically | • Document pre-processing: experience with image quality assessment, deskewing, and format normalization for scanned insurance certificates |
• Health insurance enrollment reconciliation: hands-on experience automating comparison of carrier billing against HR/enrollment records | • OCR integration: prior experience chaining RPA workflows with Azure AI Document Intelligence or ABBYY Vantage for post-retrieval document extraction |
• HIPAA experience: prior work on automation projects touching PHI, including BAA-governed data environments | • Exception handling design: experience building tiered exception queues and human-in-the-loop review workflows within RPA platforms |
• Power Automate Desktop: experience building desktop flows for Windows-based government applications without web interfaces | • Dashboard/monitoring: experience with UiPath Insights, Power BI, or equivalent for operational monitoring of RPA fleet performance |
