Job Summary: We are seeking a detail-oriented and organized Payroll/HR Specialist to join our team at Arrow Sewer and Drain LLC, a leading plumbing and excavation service provider. In this role, you will manage all aspects of payroll processing, benefits administration, and human resources support for our employees. You will play a critical role in ensuring timely and accurate payroll processing, maintaining compliance with labor laws, and supporting employee-related inquiries and HR functions.

Key Responsibilities:

PayrollĀ Administration:

  • Process weekly payroll for all employees, ensuring accuracy and timeliness.
  • Produce Certified Payroll Reports in a timely manner and submit to the state.
  • Verify and maintain employee attendance, timesheets, and payroll data.
  • Ensure proper deductions for taxes, benefits, garnishments, and other withholdings are processed accurately.
  • Prepare and submit payroll reports, including tax filings, and year-end documents such as W-2s and 1099s.
  • Ensure compliance with federal, state, and local payroll regulations and labor laws.
  • Handle payroll discrepancies, resolve issues, and answer employee payroll-related questions.

Human Resources Support:

  • Administer employee benefits programs (health insurance, retirement plans, etc.), including enrollment, changes, and terminations.
  • Lead disciplinary action and investigations.
  • Oversee performance reviews conducted by managers.
  • Assist with recruitment efforts, including job postings, interview scheduling, background checks and new employee onboarding.
  • Maintain employee records, ensuring they are accurate and up to date.
  • Support employee relations by addressing inquiries and concerns related to workplace policies, benefits, and other HR matters.

  • Assist in maintaining compliance with employment laws and regulations (OSHA, FMLA, etc.).
  • Coordinate safety training and certifications as required for specific positions within the plumbing and excavation industry.

General Administrative Duties:

  • Maintain HR files and records, ensuring confidentiality and compliance with legal requirements.
  • Prepare and process employee status changes, terminations, and other relevant HR documentation.
  • Collaborate with management to ensure that HR policies and procedures are communicated and followed.
  • Assist with performance reviews, disciplinary actions, and the development of improvement plans as needed.

Safety Program Administration

  • Maintain OSHA-compliant written safety policies and procedures.
  • Ensure compliance with federal, state, and local safety regulations.
  • Track and report key safety metrics and trends.

Field Safety

  • Identify unsafe conditions and implement corrective actions.
  • Perform documented safety audits.
  • Verify proper use of Personal Protective Equipment (PPE).

Training

  • Conduct new hire safety orientation.
  • Lead weekly toolbox talks.
  • Schedule and coordinate required certifications
  • Maintain employee training records.

Incident Management

  • Investigate all accidents, injuries, vehicle incidents, near misses, and property damage.
  • Conduct root cause analyses.
  • Recommend corrective and preventative actions.
  • Complete OSHA recordkeeping requirements (300, 300A, 301 logs).
  • Coordinate workers' compensation documentation and return-to-work efforts.

Qualifications:

  • High school diploma or equivalent; Associate’s or Bachelor’s degree in HR, Business Administration, or a related field preferred.
  • 3+ years of safety experience in plumbing, construction, utilities, excavation, sewer, or related trades.
  • Working knowledge of OSHA standards.
  • 5 years experience in payroll processing and HR functions, preferably in a construction or trades industry.
  • Strong knowledge of payroll software and Microsoft Office Suite.
  • Knowledge of labor laws, tax regulations, and benefits administration.
  • Excellent attention to detail, problem-solving, and organizational skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong communication and interpersonal skills, with the ability to interact effectively with employees at all levels.

Physical Requirements:

  • Ability to work in an office environment with occasional visits to our warehouse location.
  • Must be able to sit for extended periods and occasionally lift or carry up to 25 pounds.

Preferred Skills:

  • Experience with construction or trades-specific payroll software (e.g., QuickBooks, ADP Workforce Now, etc.).
  • Knowledge of certified payroll requirements.
  • Previous experience in a plumbing and excavation company or similar field.
