Summary

The Facilities Manager serves as the owner's representative for facility operations, capital planning, property condition assessments, and physical asset performance across the Commercial On-Base Lodging (COBL) portfolio. The role supports Asset Management by monitoring facility conditions, evaluating capital investment needs, overseeing compliance with lease and management agreement requirements, and ensuring lodging assets are maintained in accordance with brand standards, Air Force requirements, and long-term ownership objectives.

 

The annual salary range is $87,000 to $130,000

 

 

Responsibilities & Duties

The following statements summarize the general nature and level of work performed by employees in this role. It is not an exhaustive list.

  • Manage the facilities management program and capital expenditure planning/execution processes within the COBL program.
  • Implement and facilitate measures to ensure that the COBL lodging facilities are being operated in accordance with the terms and requirements set forth in the ground lease with lessor (Air Force) and in the lodging management agreement with operator (IHG)
  • Maintain long-range capital plans and replacement schedules for building systems, FF&E, OS&E, roofs, pavements, building envelopes, and infrastructure assets.
  • Maintain and update records associated with facilities management data.
  • Support development of 5-year, 10-year, and 15-year capital investment strategies
  • Actively participate in Asset Management (AM) processes, action plans and decisions related to hotel operations, property condition assessments, capital expenditures, budgeting, new construction, renovations, health and safety measures, environmental compliance, sustainability, and utilities management.
  • Develop, implement and facilitate action plans to resolve shortfalls and/or non-compliance issues related to facilities management-- based on contractual requirements, brand standards, financial objectives, and/or operator performance.
  • Create reports, presentations, and executive summaries regarding facilities management metrics, operations performance, installation news, budgets, financial expenditures, and brand standards.
  • Facilitate and/or participate in presentations with lessor, internal constituents and operator.
  • Conduct on-site property visits and inspections, biennially.
  • Conduct facility condition assessments and property inspections to evaluate asset condition, deferred maintenance, life safety compliance, and capital investment needs.
  • Prepare facility condition reports and recommend corrective actions and capital improvements.
  • Evaluate performance and condition of major building systems including HVAC, plumbing, electrical, fire protection, life safety, roofing, building envelope, elevators, site infrastructure, and utility systems.

 

Background and Requirements

  • Relevant qualifications and experience in hotel asset management, facilities management, and hotel maintenance/engineering.
  • Capable of assessing conditions related to the hotel physical plant and systems, MEP, FF&E, OS&E, IT, PM (preventive maintenance) programs, OSHA compliance and relevant statutory standards. Proficient in Microsoft Office products.
  • Ability and willingness to travel between 25-50% of the time to lodging locations on military installations around the country.
  • Strong interpersonal communication (written and verbal) skills, with the ability to resolve problems and multi-task with cross-functional stakeholder groups. 
  • Should be familiar with hotel operations. 
  • A college degree is preferred, along with vocational certifications and/or equivalent experience.
