Specialist - Local Content 

 

Position Description

The Kibali Gold Mine Team is seeking to recruit a Specialist - Local Content to join and grow our team. 

The Local Content Specialist will ensure the company complies with national local content regulations by maximising the use of local suppliers. The local content specialist will work within the Corporate Governance and Administration service under the Country manager supervision to continue to improve relationships with the Subcontracting Regulation Authority (ARSP). Core focus will be that the mine complies with the correct goods procurement laws and all service provides are correctly established as required by law

Responsibilities:

  • Monitor and ensure 100% compliance with local content regulations regarding local content requirements.

  • Report on overall local content compliance and effectively communicate progress to ARSP.

  • Together with the site teams and Country Manager drive the strategic initiatives around our local content compliance and implementation plans to ensure completion within agreed timeframes.

  • Ensure Quarterly and Annual local content plans are comprehensive and submitted to ARSP within setout timelines

  • Communicate and motivate the sole source requirement for specialized skills or requirements on an annual and ad-hoc basis with the local content teams to ensure complete understanding of the risk and requirements to ensure continuity in the business

  • Ensure all tenders are communicated to the local content teams in a timely manner prior to submission to ensure alignment with expected local content requirements and ensuring no delays that could affect the operations or projects.

  • Maintain strong working relationships with the local content departments acting as the primary liaison between the operational, regional and government teams.

  • Remain up to date with any changes in regulations to be communicated and proactively with all stakeholders to ensure compliance 

  • Champion Supplier Development initiatives together with site and selected local suppliers, with a key focus on Companies around the mines 

  • Work in compliance with ISO 14001 and 45001 Standards

Qualifications Requirements:

  • Bachelor’s degree in business, Supply Chain, Law, Accounting or related field or equivalent experience

Experience and Skills Requirements

  • Five (5) years of directly related contracting & procurement experience or equivalent combination of training and experience

  • Experience in local content management

  • Experience in negotiations related to contractual conflict resolution.

  • Experience in Supplier Development programs

The mine is owned by Kibali Goldmines SA (Kibali) which is a joint venture company effectively owned 45% by each of Barrick and AngloGold Ashanti, and 10% by Société Miniére de Kilo-Moto (SOKIMO). The mine is operated by Barrick.
