Profile: ICT Data and Information Management Architect (Business Intelligence, Data Governance, SQL and NoSQL database, Cloud DB, Microsoft Power Platform, BigData).

Securiy Clearance: Is required (security screening procedure must be initiated within first 45 days of assignment) - CONFIDENTIEL UE/EU CONFIDENTIAL.

Place of performance: Frontex Headquarters in Warsaw. 60% remote + 40% on-site.

Duration of the mission: 54 months.

Award criteria: 50% Price / 50% Quality.

Minimum required scoring for interview (%): 60%

Minimum level of education: Level 7. Minimum English language skills (CEFR): B2.

Minimum IT relevant professional experience (years): 8 years.

Minimum experience at similar position (years): 5 years.

Rate: 541,35€/day NWH 703,76€/day EWH.

· Expected NWH: 220 days x 3 years + 330 DAYS 4.YEAR.

Required certificates:

At least 2 certifications among:

· Iasa Architect CITA-A or equivalent.

· CDP Data Engineer or equivalent.

· CDP Data Analyst or equivalent.

· Microsoft Certified: Azure Enterprise Data Analyst Associate or equivalent.

Knowledge and skills

Knowledge:

· Has performed role of key architect in development of at least 2 enterprise-wide data catalogue, data architecture and advanced analytic platform deployment.

· Expert in Big Data and Modern Datawarehouse systems architecting.

· Expert in designing enterprise level data architectures.

· Expert in planning capacity and security of the databases, analytics platform and Big data.

· Familiar with SQL and NoSQL databases, Big data analytics platform, BI and visualisation platform, modern data warehousing, database access and management.

· Holds excellent technical knowledge about: Big Data processes and solutions, storing, process and analyse data, Data Governance, Data Catalogue, Common Data Model, database monitoring and troubleshooting, Identity Management and Active Directory, cloud integration patterns, databases integration and migration, data engineering, SaS VA, Microsoft Power Platform.

· Sound knowledge of OpenSource Big Data services such as Hadoop, Apache Spark, Apache Storm, Kafka and similar.

· Good understanding modern databases engines such as NoSQL, SQL, Document based databases and similar.

· Sound knowledge of designing systems and applications in UML.

· Familiar with DevSecOps approach.

· Is proficient in using systems modelling tools like Sparx Enterprise Architect, Aris Architect, or others.

· Familiar with market wide designing architecture standards or frameworks such as, TOGAF, Zachman, Azure Well-Architected framework or similar.

· Familiar with ICT process design and implementation according to ITILv4.

Typical tasks and responsibilities

Enterprise Data Architecture:

· Establishing standards for design, development, quality assurance, and testing activities.

· Designing and communicating enterprise-wide database and data platform architectures.

· Designing database architectures, schemas, analytics platforms, Business Intelligence services, and Data Governance frameworks.

· Maintaining and governing architecture throughout the systems lifecycle.

· Contributing to the Enterprise Architecture repository and managing required architectural artefacts.

Business and Technical Analysis:

· Eliciting business, user, and technical requirements.

· Translating business, user, and technical needs into architectural solutions.

· Mapping business objectives, project benefits, priorities, system components, and solution capabilities.

· Analysing existing systems, applications, and services.

· Identify options for potential solutions.

Solution Design and Delivery:

· Estimating and sizing infrastructure requirements in accordance with system and business application needs.

· Contributing to system design, testing, quality assurance, and change management activities.

· Selects and evaluates technologies.

· Leading development teams and supporting development processes.

Performance, Security and Optimization:

· Collecting, analysing, and interpreting system metrics.

· Optimising systems from performance, security, scalability, and quality perspectives.

Documentation and Communication:

· Prepares system documentation and provides presentations.

Travel: By default, travelling in the interest of service is not foreseen for this position/profile.

· Nevertheless, Frontex may exceptionally request to carry out some services at other locations than Frontex Headquarters or other Contracting Authority’s premises.
