Job DetailsJob Location: Kiowa Tribe of Oklahoma - Carnegie, OK 73015Position Type: Full TimeEducation Level: Graduate DegreeSalary Range: $32.00 - $42.00 HourlyJob Shift: 8:00am-4:30pm (M-F)JOB SUMMARY: The Kiowa Alcohol Drug Addiction Prevention (KADAP) and the Tribal Opioid Response (TOR) project Director reports to the Director of Behavioral Health. This position is responsible for the day-to-day administration, staff supervision, federal grant compliance, and programmatic reporting of both programs in alignment with applicable federal guidelines and Kiowa Tribe’s policies and procedures. Leads the delivery of culturally grounded, trauma-informed, Wellbriety centered services. This position plays a critical role in advancing the Kiowa Tribe’s commitment to healing, recovery, and community wellness by ensuring program excellence, regulatory compliance, and meaningful, sovereign-driven care for our Kiowa people, their families, and community. RESPONSIBILITIES: Program Management: Provide leadership, direction, focus, structure, development, and oversight of outpatient substance use disorder treatment programs for TOR, HHS, IHS, SAMHSA, and all relevant funding agencies. Clinical Supervision: Provide supervision and support to counselors, therapists, case managers, peer recovery support staff, intake staff, and facilitators. Grant Management: Manage grant applications, data collection, reporting, evaluation, budgeting, and requirements. Grants include IHS, ARPA, CTAS, TOR, Opioid Abatement, and other applicable funds. Serve as secondary point of contact for federal grant officers; all external communications routed through or approved by the PI/PD. Regulatory Compliance: Ensure adherence to state and federal regulations, including licensing requirements, continuing education units, HIPAA, and CFR 42. Budget Oversight: Manage financial resources, including funding allocations, implementation of grant funding, and operational expenses in coordination with HR, Finance, Procurement, Security, and Facilities. Community Engagement: Build partnerships with local organizations, healthcare providers, DOC, drug courts, detox and rehabilitation centers, and stakeholders. Staff Development: Recruit, train, and evaluate clinic personnel to maintain high standards of care. Patient Advocacy: Ensure that treatment plans are patient-centered, evidence-based, and culturally relevant for communities, families, and clients affected by alcohol and drug dependency. Crisis Intervention: Develop and implement systemic responses to crisis intervention and opioid response (TOR); supervise plans of treatment and prevention education programs. Documentation and Record Keeping: Maintain accurate documentation consistent with agency policies, grant requirements, and applicable federal and state standards. Maintain participant files, data integrity, and compliance with 42 CFR Part 2 (substance use confidentiality). Provide monthly client, financial, and audit reports to Supervisor. QUALIFICATIONS: Master’s degree in psychology, social work, counseling, public health, health administration, or closely related field; Master’s in Addiction Counseling (MSAC) preferred. Must be actively or regularly receiving board approved supervision OR Must hold an active, valid license to practice in Oklahoma issued by one of the following licensure boards: Psychology; Social Work (clinical specialty only); Professional Counselor; Marriage and Family Therapist; Behavioral Practitioner; or Alcohol and Drug Counselor (Licensed Psychologist, LCSW, LPC, LMFT, LBP, LADC, or LADC-MH). Knowledgeable on contract requirements and programmatic and agency policies and procedures to ensure compliance with all agency reporting requirements. Develop and conduct drug and alcohol assessments and treatment plans; provide ongoing individual and group counseling and support for adolescent and adult clients with drug and/or alcohol dependence and their families. Coordinate ongoing drug and alcohol treatment with Substance Abuse Counselors, Behavioral Health Therapists, and Psychiatrists to develop treatment plans and coordinate services. Articulate program activities in monthly, quarterly, and annual reports and presentations. Familiarity with state and federal regulations governing substance use disorder treatment programs. Adheres to all healthcare standards as related to the Kiowa Tribe confidentiality requirements, Health Insurance Portability and Accountability Act (HIPPA) and CFR 42. Minimum Five (5) years of Director or Senior-level program leadership experience in behavioral health, substance use, or a directly related field is required. A combination of ten (10) or more years in Director or Senior-level leadership in a similar or related human services field may be considered in lieu of direct behavioral health experience. REQUIREMENTS: Preference will be given to Kiowa Tribe members. Must hold and maintain an active Oklahoma professional license as specified under Qualifications above; licensure must remain in good standing for the duration of employment. Must maintain a valid Oklahoma driver’s license. Must pass a pre-employment background check. Must pass a pre-employment drug test and adhere to the Kiowa Tribe Drug-Free Workplace Policy; random drug testing on request. Strictly adhere to the standard of professional conduct that upholds the values of recovery, healing, and sobriety within the scope of their work. Must adhere to contracts, agency regulations, policies, best practices, and care standards, including HIPAA. PHYSICAL DEMANDS AND WORKING CONDITIONS: Office Environment: Primarily indoors, with occasional travel to and from buildings and community/cultural events outdoors. Lifting: Able to lift up to 50 lbs. Work-related travel includes training, professional meetings, and transporting and/or chaperoning clients as needed.
