Job DetailsJob Location: Kiowa Tribe of Oklahoma - Carnegie, OK 73015Position Type: Full TimeEducation Level: 4 Year DegreeSalary Range: $60,000.00 - $90,000.00 Salary/yearJob Shift: 8:00am-4:30pm (M-F)JOB SUMMARY: The Commerce and Tax Revenue Director will be responsible for the administration and enforcement of all Tribal tax laws and regulations. The Director will work closely with the Chairman, Tax Commissioners, and other tribal departments, tribal entities, individuals, organizations and businesses. RESPONSIBILITIES: Review overall operational effectiveness and efficiency of the Kiowa Department of Commerce and Tax Revenue and makes necessary changes to ensure effective and efficient service. Directs and supervises the administration of tribal commerce and tax laws. Supervises the Commerce and Tax Revenue staff by hiring, defining duties, motivating, counseling, conducting performance appraisals, compensation, issues, discipline and termination of staff when necessary. Adheres to and follows all tribal policies and procedures. Prepares the departmental annual operations budget. Receives, analyzes, and gathers pertinent data. Administers tribal tax laws Administer all licensing, permits, tax stamps and tags according to laws, regulations, and approval of the tribal Tax Commission. Assist the Commission with setting appropriate tax rates, taking into consideration the budgetary needs and priorities of the tribal government and related factors. Develop annual operating budget for approval, process Commission purchase orders pursuant to established procedure, and monitor Commission expenditures in relation to approved budget. Monitor and keep accurate records of all tax transactions and report any delinquencies when necessary to Commission for action. Oversees the effective compliance and enforcement of corporations, oil and gas companies operating on tribal and individual allotted lands. Recovers taxes, penalties, and interest due to the Tribe under the Kiowa Tax Ordinance. Confer and correspond with tribal, local, state and federal entities regarding taxation issues as necessary to effectively coordinate and implement an updated Tribal Tax Ordinance. Stay informed on the current status, trends and changes in tribal taxation law and tax management on tribal lands. Submit written reports and/or correspondence as required or requested regarding assessments, collections, and enforcement. All other duties as assigned QUALIFICATIONS: Bachelor's degree in business administration or related field. Four (4) years of experience in the administration of commerce, business, accounting or tax laws. Preferred Education: Master’s degree in Business Administration or related field with an emphasis on commerce and taxation preferred. Must maintain high ethical and moral character. Must be bondable. Must have proficient written and oral communication skills Must be thorough and maintain a high degree of accuracy. Must have experience using computer applications such as Excel, Access, Word and Power Point. Must have understanding of tribal taxing powers. Must possess knowledge of budgeting, spreadsheets, and mathematical calculations. REQUIREMENTS: Must possess a valid driver's license and insurable driver under the Kiowa Tribal motor vehicle insurance. Must be willing to submit to a background investigation which reflects a good moral character. Must be willing to submit to and pass drug testing. PHYSICAL DEMANDS AND WORKING CONDITIONS: Normal to light office work which includes the ability to lift up to 10 lbs. Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. While performing daily duties, the employee is regularly required to talk and listen.
