Onset is seeking an experienced Curam Technical Developer/Programmer to support the development and implementation of the NC Families Accessing Services through Technology (NC FAST) program for the North Carolina Department of Health and Human Services.

The selected resource will have significant delivery responsibilities as part of the NC FAST Project 4 development team and will serve as an onsite point of contact for development-related questions and technical issues that cannot be addressed by a technical consultant.

The resource will work closely with Senior Technical Consultants on design and development activities and may act in the role of a Senior Technical Developer. Responsibilities will include requirements development, code development, Joint Application Development (JAD) sessions, functional and detailed design, testing, and lifecycle management for NC FAST implementation.

Areas of focus will include business and workflow process modeling and business process reengineering using Curam. The role will utilize COTS Curam Enterprise Framework Components, Curam Intelligent Evidence Gathering (IEG2), Curam Express Rules for Triage (CERT), Oracle, XML technologies, Curam Evidence Framework, Subversion, and WebSphere.

Responsibilities:

  • Support development and implementation activities for the NC FAST program using Curam Software.
  • Serve as the onsite point of contact for development-related questions and technical issues.
  • Work closely with Senior Technical Consultants on technical design and development activities.
  • Lead functional and detailed requirements development.
  • Perform application and code development using Curam and related technologies.
  • Participate in and lead Joint Application Development (JAD) sessions.
  • Develop functional and detailed technical designs.
  • Support testing activities throughout the application lifecycle.
  • Support lifecycle management activities for NC FAST implementation.
  • Perform business and workflow process modeling using Curam.
  • Support business process reengineering initiatives.
  • Utilize Curam Enterprise Framework Components and Curam Solution Modules.
  • Work with Curam Intelligent Evidence Gathering (IEG2) and Curam Express Rules for Triage (CERT).
  • Support Curam Evidence Framework development and implementation.
  • Work with Oracle databases and related tools.
  • Utilize XML technologies within the Curam environment.
  • Work with Subversion for source code management.
  • Support IBM WebSphere application environments.
  • Identify technical problems and develop effective solutions.
  • Translate complex technical concepts for both technical personnel and non-IT business users.
  • Prepare and maintain technical documentation using Microsoft Office, Visio, Word, Excel, and PowerPoint.
  • Develop strong relationships and partnerships with customers by responding to needs and demonstrating a sense of urgency.
  • Independently identify options and solutions to technical and business challenges.
  • Organize, prioritize, and follow complex and detailed technical procedures.
  • Report project and development status to the NC FAST Project Manager.
  • Adhere to North Carolina DHHS policies, procedures, and applicable project standards.

Required Experience:

  • Curam V6 Certified Developer.
  • 3+ years of social enterprise management experience.
  • 3+ years of experience as a Curam Developer with full lifecycle experience from requirements through functional design and testing.
  • 3+ years of experience developing with both the Curam Enterprise Framework and Curam Solution Modules.
  • 3+ years of experience identifying problems and integrating technical skills to address and resolve issues.
  • 3+ years of experience translating and communicating highly technical concepts to technical personnel and non-IT business users.
  • 3+ years of experience creating and maintaining technical documentation using MS Office products, including Visio, Word, Excel, and PowerPoint.
  • Experience developing relationships and partnerships with customers and responding to customer needs with a strong sense of urgency.
  • Ability to independently identify technical and business solution options.
  • Ability to organize, prioritize, and follow complex and detailed technical procedures.
  • 3+ years of experience using Curam Enterprise Framework Components, Curam Intelligent Evidence Gathering (IEG2), and Curam Express Rules for Triage (CERT).
  • 3+ years of experience using Oracle and Subversion.
  • 3+ years of technical experience with specialized web application analysis and programming technologies, including:
    • Java
    • J2SE
    • J2EE
    • XML
    • XSL
  • 3+ years of technical experience with:
    • Eclipse
    • HTML
    • Cascading Style Sheets (CSS)
    • Web Services standards, including SOAP and WSDL

Preferred Qualifications:

  • Experience with Oracle database platforms and tools.
  • Experience with JavaScript.
  • Experience with IBM WebSphere.
  • State Government experience.
  • Experience supporting large-scale public-sector technology implementations.
  • Experience working within government healthcare or social services environments.
