Job DetailsLevel: ExperiencedJob Location: Casa Grande, AZ 85122Position Type: Full TimeEducation Level: High School - GEDJob Category: OperationsJOB SUMMARY    Under the direct supervision of the Environmental Compliance Manager and in coordination with the Division Managers, the Backflow and Cross-Connection Control Specialist will work closely with the Division Managers to oversee the management of the Company’s Backflow and Cross-Connection Control Program to ensure compliance with all local, state, and federal standards.  This is an entry level position.              JOB DUTIES AND ESSENTIAL FUNCTIONS  Responsible for a variety of tasks and duties, which may include, but would not be limited to, the following: Prepare backflow testing reports to submit to regulatory agencies. Prepare and submit written technical reports on backflow devices and other related reports to the Drinking Water Program of the Arizona Department of Environmental Quality. Maintains Company compliance with the Safe Drinking Water Act. Coordinates with local management to schedule site audits and inspections. Coordinate premise audits with local management utilizing the Company’s Customer Information Systems (AS-400). Point of contact for licensed backflow testers regarding test report submissions and results. Point of contact for system management and operators regarding routine compliance for backflow testing. Maintains electronic and paper files of inspection reports, violation records, and written notification correspondence from contractors, developers, engineers, and the general public concerning rules and regulations regarding the Company’s Backflow and Cross-Connection Control Program. Prepare system quarterly reports concerning tested backflow devices and backflow devices that require testing in the following quarter. Prepare compliance reporting forms to be delivered to owners of backflow devices.     Manage the list of approved backflow testers and submit the updated list to ECM for updating the Company website quarterly. Manage the mailing and tracking of backflow tests, completed and noncompleted, and reports generated from the Company's Customer Information System (AS-400).  Attend workshops, meetings, and seminars on backflow device testing, reporting issues and related matters. Assist in preparing and updating the Company's Compliance Backflow Program.                                                          Monitor the State of Arizona's regulations, practices, and procedures for backflow device testing and reporting. Other tasks and duties as directed. QualificationsSKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS Skills, knowledge and physical requirements include, but are not limited to: Thorough knowledge of federal and state drinking water regulations and familiarity with Safe Drinking Water Act, Arizona Department of Environmental Quality, and other backflow testing and reporting standards. Ability to work effectively with Company personnel, regulatory agencies, and the public in a cooperative and professional manner. Good personal computer skills using Microsoft Word, Excel, and PowerPoint and general knowledge of and capability with the Internet. Ability to communicate effectively orally and in writing and to write legibly. Good reading skills and ability to quickly comprehend. Must be dependable, punctual, and have good attendance. Neat and presentable appearance. Ability to perform repetitive physical activities using feet, legs, hands, and arms and be able to use keyboard, walk, sit, stand, bend, stoop, climb stairs and low ladders, reach, grasp, lift up to 40 pounds, push, pull, crouch, squat, crawl, and twist.     EDUCATION, TRAINING AND EXPERIENCE The following are required: High school graduate or equivalent. Valid Arizona driver's license and acceptable driving record.  Must have Grade 1 Treatment and Grade 1 Distribution Operator Certifications or obtain within 18 months of hire date. Must have American Backflow Prevention Association Certification as a Cross Connection Control Specialist or obtain within 18 months of hire date. It is preferred that this position have a minimum of three years experience as a Utility Worker III, Field Service Technician III, or Water Treatment Plant Operator, or comparable experience with another entity. Be able to read construction drawings.  Have an understanding of water distribution systems, water treatment and backflow device testing, and reporting requirements.  Possess strong written and verbal communication skills and be able to deal effectively with customers, contractors, regulatory agencies, and material suppliers.
