Position Summary:
The Contract Specialist II independently performs professional pre-award and post-award acquisition and contracting functions for a broad variety of moderately complex and complex requirements. The employee advises customers on acquisition strategy, develops solicitations, evaluates proposals, supports or conducts negotiations, prepares award recommendations, administers contracts, and resolves nonstandard contracting issues. Work requires independent judgment, regulatory research, business analysis, and coordination with technical, legal, financial, security, and program stakeholders.


Level and Scope of Responsibility:
  • Independently manages assigned acquisitions from requirements development through award, administration, and closeout.
  • Handles specialized, multi-year, technically complex, urgent, sensitive, or otherwise nonstandard requirements.
  • Develops acquisition strategies and recommends competition methods, contract types, pricing arrangements, provisions, clauses, and evaluation approaches.
  • Performs detailed price analysis and coordinates technical, cost, audit, legal, or other specialized reviews.
  • Provides technical guidance and informal mentoring to lower-level contract specialists.
  • May exercise contracting officer authority only when formally appointed and acting within the limits of a valid warrant.

Minimum Qualifications:
  • Bachelor's degree in business, finance, accounting, contracts, purchasing, economics, law, management, or a related field; or a combination of relevant education, acquisition training, and progressively responsible experience. 
  • At least one year of specialized contracting experience equivalent in scope; three or more years of relevant procurement, contracting, subcontract administration, or acquisition-support experience is preferred. 
  • Demonstrated experience preparing solicitations, evaluating quotations or proposals, performing price analysis, documenting negotiations, preparing award recommendations, and administering contracts. 
  • Ability to independently research, interpret, and apply the FAR, agency supplements, acquisition policy, contract terms, and relevant precedent. 
  • Demonstrated ability to manage multiple acquisitions, competing deadlines, customer expectations, and contract performance risks. 
  • Strong written communication, negotiation, analytical, organizational, customer-service, and documentation skills. 
  • Experience with Federal procurement and contract-writing systems is strongly preferred. 
  • Federal acquisition certification, DAWIA certification, or equivalent acquisition training is preferred when relevant to the customer requirement. 
  • Top Secret clearance
