JOB DESCRIPTION
TACFI Consulting, LLC is seeking highly qualified Irregular Warfare (IW) Doctrine and Training Developers/Instructors to support the U.S. Army Special Operations Center of Excellence (SOCoE) at Fort Bragg, NC.
These positions will support the Army's Irregular Warfare proponent mission through the research, analysis, development, revision, integration, and delivery of doctrine, training, and instructional products supporting Army Special Operations Forces (ARSOF), Conventional Forces, and Joint organizations.
KEY RESPONSIBILITIES
Selected personnel will:
- Research, analyze, develop, revise, and integrate Irregular Warfare doctrine and training products.
- Develop individual and collective training tasks in accordance with Army, T2COM, USASOC, USSOCOM, and SOCoE guidance.
- Apply the ADDIE instructional development process to create and maintain Army learning products.
- Develop and update doctrine and training products using Army systems of record, including Training Development Capability (TDC) and Army Training Management System (ATMS).
- Analyze Combined, Joint, Multi-Service, Army, and ARSOF doctrine, tactics, techniques, and procedures.
- Review Army Universal Task List (AUTL) and Universal Joint Task List (UJTL) requirements applicable to Irregular Warfare.
- Support development and integration of IW activities including:
- Counterinsurgency
- Counterterrorism
- Foreign Internal Defense
- Counter-Threat Finance
- Counter-Threat Networks
- Coordinate with Army Centers of Excellence, operational units, Joint organizations, interagency partners, Combatant Commands, Theater Special Operations Commands, and other stakeholders.
- Support planning events, exercises, tabletop exercises, wargames, Combat Training Center rotations, and multinational training events.
- Develop briefings and present findings, recommendations, and operational analysis to Government decision-makers.
- Conduct peer reviews and quality-control reviews of doctrine and training products.
- Incorporate operational lessons learned, experimentation results, and modernization initiatives into training and doctrine development.
- Prepare progress reports, staffing packages, and After-Action Reports.
- Travel CONUS and OCONUS as required in support of exercises, integration events, training, and operational commands.
MINIMUM QUALIFICATIONS
Candidates must meet the Government's key-personnel requirements.
Required:
- Current Top Secret clearance with SCI eligibility (TS/SCI).
- U.S. citizenship.
- Minimum two years of relevant practical experience within the last five years as an Army-trained doctrine developer, training developer, or Combined Arms Training Strategy (CATS) developer utilizing Army-approved software;
OR
- Relevant active-duty experience in one or more of the following communities:
- U.S. Army Civil Affairs
- Psychological Operations
- Special Forces
- 75th Ranger Regiment
Candidates must also possess:
- Experience with Training Development Capability (TDC) and/or Army Training Management System (ATMS).
- Graduation from a Doctrine Developer Course, Training Development Capability (TDC) course, or T2COM-recognized equivalent course.
- Ability to obtain and maintain required CAC credentials, SIPR token, and government facility access.
- Strong written and verbal communication skills.
- Ability to work effectively with limited Government supervision in a highly collaborative military environment.
- Ability and willingness to travel CONUS and OCONUS as mission requirements dictate.
HIGHLY RELEVANT EXPERIENCE
Competitive candidates may possess experience with:
- Irregular Warfare planning and operations
- Army doctrine and training development
- ARSOF or Joint Special Operations
- ADDIE instructional design
- TDC, ATMS Development Tool, ATIS, FMSWeb, ATN, or CAR
- Combined Arms Training Strategy development
- Joint Exercise Life Cycle activities
- Exercise design and execution
- Army and Joint planning processes
- Lessons learned and doctrine integration
- Combat Training Center or multinational exercise support
- Development of TTPs, individual tasks, collective tasks, and Army training products
WORK LOCATION AND SCHEDULE
The primary place of performance is USAJFKSWCS/SOCoE, Fort Bragg, North Carolina.
Personnel will generally provide eight hours of service per workday, Monday through Friday, within the Government's 6:00 AM–6:00 PM operating window.
This position is primarily on-site. Limited remote work may be authorized by the Government based on mission requirements.
Travel may include locations such as Georgia, Alabama, Florida, Kansas, Washington State, the National Capital Region, Germany, and other Army and Joint Command locations worldwide.
