I. General Purpose of the Job

The Recruiter is responsible for managing the full-cycle recruitment process to support organizational staffing needs across all departments. This role partners with leadership to attract, source, and hire qualified candidates in alignment with organizational goals, regulatory requirements, and FQHC standards.  The Recruiter ensures a positive candidate experience while maintaining compliance with all applicable federal, state, and local employment laws and organizational policies.

II.    Essential Duties & Responsibilities

  1. Manage full cycle recruitment including job postings, sourcing, screening, and interviewing of all candidates across clinical and non-clinical roles
  2. Collaborates with hiring managers to understand staffing needs, develop recruitment strategies, and ensure timely hiring to meet operational demands
  3. Develops and maintains candidate pipelines through various sourcing methods including job boards, social media, networking, community outreach, and partnerships
  4. Posts and maintains job openings in applicant tracking systems and external platforms; ensures accuracy and consistency of job descriptions.
  5. Reviews resumes, conducts phone screens, and coordinates interviews with hiring managers; participates in interviews as needed.
  6. Extends employment offers, coordinates pre-employment requirements (background checks, reference checks, credentialing support as applicable), and ensures completion of onboarding documentation
  7. Ensures compliance with all federal, New York State, and local employment laws including EEO, ADA, and Department of Labor requirements
  8. Partners with Human Resources Manager to support workforce planning and recruitment forecasting.
  9. Supports onboarding processes including scheduling orientation, preparing new hire documentation, and ensuring a smooth transition into the organization
  10. Assists in developing and implementing diversity, equity, and including (DEI) recruitment strategies to support a diverse workforce reflective of the communities served.
  11. Maintains confidentiality of candidate and employee information at all times.
  12. Performs other duties as assigned.

V.    Education and/or Experience

Bachelor’s degree in Human Resources Management, Business Administration, or related preferred. Minimum of three (3) years’ experience in Talent Acquisition and/or Recruitment. Recruitment experience in a healthcare setting strongly preferred. 

VI.    Necessary Skills & Abilities


Language Skills                                    

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization.


Mathematical Skills                                    

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


Reasoning Ability                                    

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.


Computer Skills                                    

To perform this job successfully, an individual should have basic to intermediate knowledge of Microsoft Office software (Outlook, Excel, Word), as well as Practice Management and Electronic Medical Record software – eClinicalWorks a plus).

Certificates, Licenses, Registrations 

Clean valid NYS Driver's license.

In addition, attendance at all mandated agency management training activities. Demonstrated ability to work effectively with culturally diverse populations.
