We are seeking a Senior Utility Coordinator Technical Specialist to support our VDOT roadway and bridge projects and projects throughout the DMV. This is not an engineering role and does not require an engineering degree, but it does require strong organization, coordination, and communication skills, as well as experience with utilities and/or transportation infrastructure projects.
Position Overview
The Senior Utility Coordinator Technical Specialist will be responsible for coordinating all utility-related activities on projects, including identification of existing utilities, utility conflict resolution, coordination with utility owners, agencies and contractors, and support of utility relocation and accommodation processes.
You will work closely with VDOT staff, utility companies, Parsons' project managers, designers, right-of-way teams, and construction staff to help ensure that utility locations and potential impacts are properly identified, documented, and resolved in accordance with DOT policies and procedures, project schedules, and applicable regulations.
This position is ideal for candidates with a background in utility coordination, utility permitting, right-of-way, construction coordination, or transportation/roadway project support, who are comfortable working in a highly collaborative, schedule-driven environment.
Key Responsibilities
Utility Coordination & Management
- Serve as a primary point of contact for utility-related issues on assigned projects.
- Identify existing utilities within project limits using plans, as-builts, SUE data, records, and field information.
- Assist in the preparation, review, and tracking of utility conflict matrices, utility impact reports, and related documentation.
- Coordinate with utility owners (electric, telecom, gas, water, sewer, etc.) to obtain utility information, confirm conflicts, and facilitate relocation plans.
- Support development and review of Utility Relocation Plans, Utility Relocation Schedules, and Utility Agreements in coordination with VDOT and utility companies.
- Help ensure utility coordination complies with the VDOT Utility Manual of Instructions, VDOT policies, standards, and relevant federal, state, and local requirements.
Project Support
- Support client and Parsons project managers during planning, design, and construction phases from a utility perspective.
- Assist in integrating utility information into roadway/bridge design documents by coordinating with design teams and CAD staff (no engineering design required).
- Participate in internal and external project coordination meetings, utility coordination meetings, and field reviews as required.
- Track utility-related project milestones and help maintain schedules for utility relocation and clearance.
- Assist in resolving utility-related issues that arise during construction, including responding to RFIs and coordinating with contractors and utility owners.
Documentation & Reporting
- Prepare and maintain utility coordination logs, meeting minutes, correspondence records, and utility status reports.
- Support preparation of utility-related submittals and documentation required by VDOT or other reviewing agencies.
- Maintain organized electronic project files and documentation in accordance with Parsons and VDOT and other client requirements.
- Assist with preparation of presentations and exhibits for stakeholder and coordination meetings as needed.
Stakeholder & Agency Coordination
- Facilitate communication between DOTs, Parsons, utility providers, local jurisdictions, contractor and other stakeholders on utility matters.
- Support the coordination of utility easements, right-of-way needs, and access requirements with relevant project teams.
- Help address public or stakeholder questions about utility impacts under the direction of the project manager or client.
Required Qualifications
- High school diploma or equivalent.
- 5+ years of relevant experience in at least one of the following areas:
- Utility coordination (public or private utilities)
- Transportation or roadway project support (DOT, municipal, or consulting)
- Construction coordination, inspection support, or field coordination involving utilities
- Right-of-way, permit coordination, or similar public infrastructure experience
- Strong organizational skills with proven ability to manage multiple tasks, priorities, and deadlines.
- Effective written and verbal communication skills, including professional communication with agencies, utility owners, and project teams.
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint) and ability to work with electronic plans and records (PDFs, plan viewers).
- Ability to work primarily from the Centreville, VA office and attend field meetings or site visits as needed.
Preferred Qualifications
- Experience supporting VDOT projects or other state DOT transportation projects.
- Familiarity with VDOT processes, especially relating to utility coordination, right-of-way, and design development.
- Experience working with public or private utility companies (electric, gas, telecom, water/sewer, etc.).
- Knowledge of utility plans, SUE (Subsurface Utility Engineering) deliverables, and basic understanding of how utilities interact with roadway/bridge projects.
- Experience with basic plan reading for transportation projects (roadway, bridge, drainage, and utility sheets).
- Experience with project management or tracking tools (e.g., spreadsheets, databases, or PM software).
- Ability to work in MicroStation and AutoCAD platforms.

Salary Range: $86,700.00 - $151,700.00
