The Director of Finance & Contracts is responsible for leading the company’s financial management, government contract compliance, procurement operations, and strategic financial planning functions. The position serves as a key member of the leadership team, ensuring financial integrity, operational efficiency, regulatory compliance, and scalable processes that support company growth.

KEY RESPONSIBILITIES

Financial Strategy & Reporting

  • Profitability & Reporting: Analyze and report on contract and project-level profitability, providing the leadership team with actionable insights into margin performance.
  • Budgeting & Forecasting: Lead the annual corporate budgeting process and maintain rolling revenue forecasts based on contract backlog and BD pipeline.
  • Banking & Treasury: Serve as the primary liaison for banking relationships, managing Line of Credit (LOC) and optimizing cash strategy.
  • DCAA/FAR Oversight: Establish and maintain internal controls and documentation standards to prepare for initial DCAA Accounting System Audit. Review historical contract data to establish a baseline and lead the preparation and filing of annual Incurred Cost Submissions.
  • Financial Operations: Oversee monthly, quarterly, and annual financial close processes. Review and/or prepare monthly financial statements, management reports, and variance analyses. 

Contracts & GSA Schedule Management

  • Contract Administration: Lead the full lifecycle of federal contracts (T&M, FFP, CPFF), including the negotiation of NDAs, Teaming Agreements, and Subcontract Agreements.
  • GSA Schedule Oversight: Serve as the primary point of contact for the company’s GSA Schedule; manage all modifications, price list updates, administrative changes, and IFF reporting.
  • Proposal Leadership: Lead the Cost Volume development for all federal and commercial proposals, including pricing strategy, rate applications, and Basis of Estimate (BOE) review. 
  • Risk Management: Oversee corporate insurance policies (Professional/General Liability) and maintain all legal/regulatory registrations such as SAM.gov.

Corporate Tax & Regulatory Administration

  • Entity Registrations: Manage payroll tax registrations for new states/locations and handle sales tax exemption certificates for government-related purchases.
  • Tax Compliance: Coordinate with outside CPA firm for annual filings and lead the renewal process for all state and local business licenses.

Collaborative Operations

  • Leaders Support: Advise the Practice Leaders on contract execution, labor category compliance, and budget management.
  • Cross-Functional Partnership: Partner with the Operations team to optimize business operations.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

  • Education: Bachelor’s degree in Finance, Accounting or Business (CPA or MBA highly preferred).
  • Experience: 15+ years of progressive finance/accounting experience, including leadership responsibility.
  • Industry: Significant experience in government contracting required; specifically with small firms navigating growth.

REQUIRED SKILLS

  • Advanced proficiency in Unanet (Project Portfolio and Financials) is a must.
  • Proven ability to build “audit-ready” processes from the ground up, including experience with ICS and FAR Part 31 cost principles.
  • Direct experience managing and updating GSA Schedules and MAS contracts.
  • Ability to communicate complex financial data to non-financial stakeholders (Leadership team and Board of Advisors)
  • Experience supporting both government and commercial business operations preferred.

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds.

A reasonable compensation range for this position is 120k-140k, in addition to benefits including medical, dental, vision, long term and short term disability, 401(k) and PTO.
