Senior IT Operations Management & Acquisition Support

POSITION OVERVIEW
In support of DTRA's IT systems, DEFTEC will assist the Government in monitoring implementation of IT solutions. Within this role you will systematically assess and confirm IT solutions, including individual hardware and software components, meet pre-defined standards or requirements. Personnel will measure, inspect, and analyze products and services to identify and report deviations from stated standards or requirements (in other procurements/contracts). The contractor's feedback will be used in the Government's decision-making process.
Additional support will include Program Management, Acquisition Support and Financial Analytics which consists of supporting the execution of current and future programs and initiatives, assisting Department leadership in the development and execution of current and future requirements, developing and coordinating spend plans and Program Objective Memoranda (POM) inputs, providing assistance/expertise in drafting/performing procurement activities to include performance assessments related to market research, cost estimates, procurement planning, and analyses of alternatives.
JOB RESPONSIBILITIES:
The contractor shall assist the Government in reviewing, monitoring, and assessing the progress of the implementation of IT solutions including, but not limited to, the following:
- Collecting metrics or information to be used in metrics measuring; identifying trends and risks; and otherwise performing analysis and providing recommendations.
- Benchmarking performance
- Tracking Service Level Agreement (SLA) compliance
- Drafting and recommending revisions to SLAs, ensuring performance measures, metrics, incentives, and deterrents are continually adjusted to meet evolving requirements to ensure continual alignment with mission requirements
- Refining and implementing frameworks, processes, and technical capabilities to ingest, manage, analyze, and leverage complex structured and unstructured acquisition and financial data, and to produce qualitative and quantitative analyses for program and portfolio management as part of a continuous improvement process
Provide Program Management, Acquisition Support and Financial Analytics in the Planning, Programming, Budgeting, & Execution (PPBE) process and capability to collaborate across a diverse workforce. This Performance Requirement includes:
- Participating in procurement planning to include meetings, Integrated Product Teams (IPTs), and assist with the production of Initial Strategy Session (ISS) worksheets, Acquisition Strategy Review (ASR) documentation, and Procurement Package documentation (Statement of Objectives (SOO)/Statement of Work (SOW)/Performance Work Statement (PWS), Work Breakdown Structure (WBS), capability assessments, Contract Data Requirements Lists (CDRLs) to support timely procurement of goods and services
- Assisting in the financial/program monitoring, oversight, and reporting (e.g., personnel travel, tracking commitments, obligations and expenditures, contractor cost data, burn rates, trends, shortfalls, personnel hours)
- Providing technical/functional subject matter expertise involved in procurement competitions
- Assisting/advising the Government with weekly/monthly/annual requirements and closeout procedures
- Executing day-to-day coordination with the assigned DTRA financial analyst on the Department's behalf to provide accurate accounting of expenditures, obligations, unliquidated obligations, and real-time financial data
- Assisting Department leadership in the development and execution of current and future requirements using expertise in federal Government acquisition and PPBE
- Developing and coordinating spend plans
- Providing assistance/expertise in drafting procurement documentation (e.g., SOW, PWS, CDRLs)
- Assisting in financial monitoring, oversight, and reporting (e.g., monitoring personnel travel, tracking commitments, obligations, and expenditures, contractor cost data, burn rates, trends, shortfalls)
- Executing day-to-day coordination with the assigned financial analyst on the Department's behalf to provide accurate accounting of expenditures, obligations, unliquidated obligations, and real-time financial data
- Supporting the Department in managing financial and contracting matters
- Effectively communicating to senior leadership through briefings, presentations, written/verbal correspondence, and other means as necessary, that can be understood at multiple levels
- The individual works on high-visibility or mission critical aspects of a given program and performs all functional duties independently
- May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job
Required Qualifications:
- Over 10 years of demonstrated experience in Government contracting acquisition support and performing specified responsibilities above
- A MA/MS degree or 15 years of demonstrated experience performing the requirement and a BA/BS
- Possess a Top Secret/SCI clearance
- Must be a U.S. Citizen
