The Test & Evaluation (T&E) Analyst supports the Cybersecurity and Infrastructure Security Agency (CISA) by planning, executing, analyzing, and reporting on operational and technical test activities. This role ensures systems are evaluated rigorously for mission relevance, operational performance, cyber resilience, reliability, and human factors impacts within realistic operational environments.

The T&E Analyst serves as a core contributor to CISA’s test enterprise, designing scientifically defensible tests, coordinating multi‑stakeholder events, and producing authoritative evaluation documentation for senior DHS decision‑makers including the CAE and DOT&E. The role requires strong analytical capability, mission understanding, and exceptional communication skills.
Key Responsibilities
- Conduct comprehensive T&E planning, execution, data collection, and assessment activities
- Design tests using scientific test and analysis techniques to ensure rigor and defensibility
- Coordinate, lead, and manage T&E events across technical, operational, and cybersecurity domains
- Evaluate human factors considerations during test planning, execution, and assessment
- Understand operational environments, mission context, and potential threats relevant to CISA systems
- Assess how user communities employ systems to meet mission needs
- Support development and delivery of T&E Strategy Briefings and T&E Concept Briefings to CAE and DOT&E
- Prepare and submit record‑testing Operational Test & Evaluation Plans (OTEPs) for CAE and DOT&E approval 60 days prior to testing
- Test and evaluate technical and operational performance characteristics
- Test and evaluate reliability, including failure definitions, scoring criteria, and metrics
- Test and evaluate operational cyber requirements per DHS and CISA policies and directives
- Collect, validate, and analyze system performance data
- Deliver formal record‑testing reports within 45 days of test completion
- Provide documented evaluations of systems operating in realistic, mission‑representative environments
- Provide actionable recommendations following T&E events
Required Qualifications
- Bachelor's Degree and 10-15+ years of experience
- Must be eligible to obtain and maintain a security clearance at the required level
- Demonstrated experience conducting T&E planning, execution, analysis, and reporting
- Experience designing tests using scientific test and analysis methodologies
- Experience coordinating and leading multi‑disciplinary T&E events
- Experience evaluating human factors considerations in operational test environments
- Strong understanding of operational environments, mission context, and threat landscapes
- Ability to assess user workflows and mission alignment for CISA systems
- Experience developing OTEPs, T&E strategies, and briefing materials for senior DHS stakeholders
- Strong analytical skills in evaluating technical, operational, reliability, and cyber performance
- Excellent written and verbal communication skills
