Business Process and Planning Analyst

POSITION OVERVIEW

The senior, highly experienced Business Process Analyst works as part of an existing business change team, undertaking business process analysis within CAPDEV's operating environment. supporting the implementation of enduring, effective and efficient capability development and delivery planning and management business functions.

Deputy Chief of Staff Capability Development (DCOS CAPDEV) acts as the Supreme Allied Commander Transformation's Director for guidance, direction and coordination of the activities and resources of the Capability Development Directorate. CAPDEV is responsible to:

  1. Identify and prioritize Alliance capability development from short to long term, ensuring coherence between all capabilities within the CAPDEV portfolio
  2. Lead the determination of required capabilities and prioritization of shortfalls to inform the delivery of materiel and non-materiel solutions across the Doctrine, Organization, Training, Material, and Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of effort to enable a holistic approach to capability development, ensuring improved interoperability, deployability and sustainability of Alliance Forces

The future Capability Development Directorate will include enduring functionality to effectively plan and manage coherent through life capability development, aligned to NATO's strategic intent and priorities. The CAPDEV Strategic Planning Cell (SPC) is responsible to DCOS for Strategic Capability Development Planning, and informing business change that will improve CAPDEV business functions.

As part of ongoing organizational functional reviews, CAPDEV is in the process of implementing measures for improved capability development planning and management, including the way it collects, manages, analyses and reports on capability development and delivery information, both legacy and current. The Business Process and Planning Analyst will directly support this initiative.

JOB RESPONSIBILITIES:

  • Design data collection plans, facilitate workshops, and communicate research and illustrative analysis using charts, diagrams, and models to help establish understanding and agreement from key stakeholders
  • Use process improvement frameworks to provide recommendations, along with a firm grasp of the quantitative and qualitative results stakeholders can expect
  • Provide mentoring, instruction and guidance on business strategy governance and supporting management information
  • Perform additional tasks as required by the COTR related to the labor category

QUALIFICATIONS:

Required Qualifications:

  • A Master's Degree in a relevant engineering, management, information systems, accounting, economics, finance, business administration, public administration, operations research, program and project management or related discipline
  • 7+ years of experience working in a professional environment, supporting business change projects. Up to 3 years may be substituted by experience of making or supporting decision-making planning and implementing business strategy
  • 7+ years demonstrated knowledge and experience of applying process improvement methodologies to support business change
  • Experience with performing root cause analyses or supporting rapid improvement events
  • Ability to take initiative and think creatively
  • Possession of excellent analytical and critical thinking skills, including conducting research and evaluating options for action
  • Possession of excellent oral and written communication skills, to convey complex ideas and explain findings to teammates and leaders
  • Lean Six Sigma Black Belt certification, or equivalent
  • Process modeling certification, preferably Business Process Modeling Notation (BPMN)
  • NATO or National SECRET clearance with the appropriate national authority for the duration of the contract
  • Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading and Writing) or equivalent
