Job Summary

The Maintenance Site Manager is responsible for overseeing all maintenance operations within an industrial facility, ensuring equipment reliability, operational efficiency, and safe execution of maintenance activities. This role manages maintenance personnel, contractors, planning functions, and site resources to support production goals while maintaining compliance with safety, environmental, and regulatory standards.

The Maintenance Site Manager provides leadership for daily maintenance operations, turnaround support, reliability initiatives, and continuous improvement efforts in industrial environments such as refineries, petrochemical plants, manufacturing facilities, paper mills, or power generation sites.

 

Key Responsibilities

Maintenance Operations Management

  • Oversee daily maintenance activities for mechanical, electrical, instrumentation, and rotating equipment systems.
  • Ensure maintenance work is executed safely, efficiently, and according to company standards.
  • Manage preventative, predictive, and corrective maintenance programs.
  • Minimize equipment downtime and improve overall asset reliability.
  • Coordinate emergency repairs and troubleshooting activities.

Leadership & Supervision

  • Lead and supervise:
    • Maintenance Supervisors
    • Planners
    • Coordinators
    • Craft personnel and contractors
  • Establish performance expectations and accountability for maintenance teams.
  • Support workforce development, training, and succession planning.
  • Promote a strong safety and reliability culture throughout the site.

Safety & Regulatory Compliance

  • Ensure compliance with:
    • OSHA regulations
    • Environmental requirements
    • Site-specific safety procedures
    • Process Safety Management (PSM) standards
  • Enforce:
    • Lockout/Tagout (LOTO)
    • Confined space entry
    • Hot work permitting
  • Participate in safety audits, incident investigations, and corrective action implementation.

Planning & Scheduling

  • Coordinate with maintenance planners and operations teams to develop weekly and long-range maintenance schedules.
  • Support outage, shutdown, and turnaround planning activities.
  • Prioritize maintenance activities based on operational impact and reliability risk.
  • Ensure labor, tools, materials, and contractor resources are available to support planned work.

Reliability & Continuous Improvement

  • Drive reliability-centered maintenance (RCM) and continuous improvement initiatives.
  • Analyze equipment failures and support root cause investigations.
  • Develop strategies to improve equipment performance and reduce recurring failures.
  • Monitor KPIs such as:
    • Equipment uptime
    • MTBF (Mean Time Between Failures)
    • Maintenance backlog
    • Schedule compliance

Budget & Cost Control

  • Develop and manage maintenance budgets and forecasts.
  • Control labor, contractor, material, and equipment costs.
  • Review and approve maintenance expenditures and contractor invoices.
  • Identify cost-saving opportunities without compromising safety or reliability.

Contractor & Vendor Management

  • Manage maintenance contractors and specialty service providers.
  • Ensure contractor compliance with safety, quality, and site requirements.
  • Coordinate vendor support for equipment repairs and maintenance projects.

Inventory & Materials Management

  • Oversee maintenance inventory and critical spare parts programs.
  • Coordinate with procurement and warehouse teams to maintain adequate stock levels.
  • Ensure timely availability of maintenance materials and equipment.

Reporting & Documentation

  • Maintain accurate maintenance records and reporting systems.
  • Review work orders, maintenance reports, and operational metrics.
  • Utilize CMMS systems such as:
    • SAP
    • IBM Maximo
  • Provide regular updates to plant leadership regarding maintenance performance and site conditions.
Qualifications

Qualifications

Education

  • Bachelor’s degree in Engineering, Industrial Maintenance, Construction Management, or related field preferred.
  • Equivalent industrial maintenance leadership experience may be considered in lieu of degree.

Experience

  • 10–15+ years of industrial maintenance experience.
  • 5+ years in a maintenance leadership or management role.
  • Experience in:
    • Refineries
    • Petrochemical plants
    • Paper mills
    • Power plants
    • Heavy manufacturing environments preferred.

Skills & Knowledge

  • Strong knowledge of:
    • Mechanical systems
    • Electrical systems
    • Instrumentation and controls
    • Rotating equipment
  • Experience with maintenance planning and reliability programs.
  • Strong leadership, communication, and organizational skills.
  • Ability to read and interpret:
    • P&IDs
    • Isometric drawings
    • Technical specifications
  • Proficiency in CMMS and maintenance tracking systems.

Preferred Certifications

  • OSHA 30
  • Certified Maintenance & Reliability Professional (CMRP)
  • PMP Certification (preferred for project-heavy environments)
  • TWIC Card (for refinery/petrochemical access)

Physical Requirements

  • Ability to work in industrial environments including:
    • Outdoor conditions
    • Elevated areas
    • Confined spaces
  • Ability to walk large facilities and job sites for extended periods.
