Job DetailsJob Location: Program Management - Jardine - Chicago , IL 60611Position Type: Full TimeEducation Level: High SchoolSalary Range: $65,950.00 - $79,144.00 Salary/yearPOSITION GOAL: The PMO Construction Technician l serves as the Client’s field representative, ensuring third-party utility and contractor work complies with project specifications, separation requirements, and Department standards. The role involves inspecting construction activities, verifying work quality and quantities, documenting field conditions, coordinating with contractors, City staff, elected officials, and the public, and maintaining accurate records to support project delivery and contractor payment.   ESSENTIAL DUTIES AND RESPONSIBILITIES  •    Manage construction of water facilities with multi-disciplinary improvements (e.g., electrical, mechanical, structural, processes and architectural). •     Manage advanced complex design projects, involving coordination of multiple engineering disciplines, consultants and/or various agencies. •     Provide oversight into electrical/mechanical equipment commissioning. •     Manage project teams and monitor consultants’ compliance with contractual commitments. •     Manage the staffing process for resident engineers for the on-call engineering firms and field inspectors to oversee project construction. •     May manage all phases of construction projects from beginning to close.  •     Manage the schedule and budget of projects. •     Coordinate and communicate project progress with the client. •    Facilitate and resolve project issues and scope changes with the design team and the client. •     Monitor and report financial and completion status of projects to the client. •    Receive technical guidance on unusual or complex problems and supervisory approval on  •    proposed project plans. •    Complete field work at facilities related to design and construction projects. •    Perform other duties as assigned.   COMPETENCIES:                                                       •    Ability to work independently but receive basic instruction on specific assignments, objectives, complex features, and possible solutions. •    Advanced understanding of construction project management principles as they apply to building and infrastructure projects.  •    Ability to read and interpret construction drawings, plans, and specifications. •    Knowledge of common building materials, construction techniques, and best practices. •    Understanding of the inspection process, testing requirements, and quality control. •    Awareness of building codes (ASCE), industry standards (AISC), and safety (OSHA) regulations. •    Identify and mitigate potential risks in projects.  •    Ability to analyze on-site issues and prose solutions.  •    Ability to build constructive working relationships characterized by a high level of acceptance, cooperation, and mutual respect for our stakeholders. •    Demonstrate a professional demeanor, high ethical standards, respect, and commitment to service excellence. •    Show insight into the root causes of problems. Generates a range of solutions and courses of action with benefits, costs, and risks associated with each.  QualificationsPOSITION REQUIREMENTS: Education: High School diploma required. College degree preferred. Licensure: N/A Job Classification: Exempt (Salaried) Reports to: Project Engineer – Team Lead Experience: 5-10 years of experience in water/wastewater facilities preferred. Experience in municipal capital improvement programs, underground construction projects, or water infrastructure projects is preferred.  Communication Skills: Excellent verbal and written communication skills. Excellent interpersonal skills. Strong analytical and problem-solving skills. Technical Skills: Proficient in Microsoft Office suite; Working knowledge of CAD software a plus Supervisory Responsibilities: Ability to work independently with contractors, Resident Engineers, and Project Managers Physical Demands: Must be able to sit, walk, stand, reach with hands and arms, stoop or kneel, climb, or balance, talk or hear, and use fingers and hands to feel/control objects and tools. Must be able to lift and/or move up to 25 pounds on occasion. Working Environment: This job may require long periods of standing or walking in the field and include exposure to all types of outside weather conditions, varying noise levels, and hazards associated with construction. Wearing the required Personal Protective Equipment is required while performing work in the field. The employee may also be exposed to a general office environment, requiring long periods of sitting at a computer in ambient inside temperature, lighting, and noise level. Due to the collaborative nature of this position, the work will need to be performed in the field or office, typically during normal business hours. A valid driver’s license is required for driving to job sites (commute times may vary depending on project locations). Continuing Education: Completes state required competency. Attends job-related seminars and workshops.  Pay Range: $31.71 - $38.05 per hour Reasonable accommodation may be made to enable individuals with disabilities to perform these essential functions.
