Overview of the Role
The Controller will oversee the day-to-day financial operations of Home & Health Care Management. This includes preparing financial statements, managing the general ledger, and implementing internal controls to ensure accuracy and compliance with accounting standards and regulations (GAAP). Will manage tax compliance, and budgeting, providing critical financial insights to support executive decision-making. Will complete required reports for the state and federal labor department, HCAI reports and federal Medicare cost reports. Will coordinate with the agency CPA for corporate tax preparation and submission.
Who You Are:
You are an accomplished finance professional with a proven track record in corporate accounting, financial reporting, and internal controls. You bring a high level of integrity, attention to detail, and a commitment to accuracy in all aspects of your work.
You have strong technical expertise in GAAP, financial compliance, and regulatory requirements, coupled with the ability to interpret and communicate complex financial information to both financial and non-financial stakeholders.
You are adept at leading teams, streamlining processes, and implementing systems that enhance efficiency and support strategic decision-making. Your leadership style is collaborative, and you take pride in fostering a culture of accountability and continuous improvement within the finance function. You are able to produce written guidelines and processes into a written format that memorializes agency policy and procedures ensuring quality improvement and accountability.
Experience in health care is preferred, however willing to train the right individual through the use of outside agency consultants and classes.Â
The position is an exempt role working Monday through Friday.  Special projects may require an occasion to work after 5pm and or on a weekend.
Responsibilities:
- Prepare and issue financial statements (balance sheets, income statements, cash flow statements) in accordance with GAAP and legal requirements. Oversee tax compliance, including local, state, and federal filings.
- Develop operating budgets, monitor variances, and create financial projections to guide management decisions.
- Review of vendor contracts for contracted services ensuring that the terms of the contract are reasonable, cost effective, and evaluates risks involved in contracting.
- Involved with Human Resources manager in preparing renewal packets for insurance coverage and evaluating insurance purchases for the agency including employee health, building , malpractice, workers comp, among others.
- Manage the general ledger, accounts payable, accounts receivable, payroll, and inventory accounting. Ensure accurate recording and reconciliation of financial transactions occur at least monthly.
- Design, implement, and monitor internal controls to safeguard assets, prevent fraud, and ensure operational efficiency.
- Lead or coordinate internal and external audits, implement audit recommendations, and ensure compliance with audit findings.
- Oversee cash flow, liquidity management, and investment strategies to optimize financial resources.
- Stay updated on financial regulations, ensure adherence to federal and state laws, including payroll, Medicare/Cal reimbursement, and coordinate with legal or advisory teams when needed.
- Supervise accounting staff, including AP, AR, and payroll teams, and may be involved in recruiting, training, and performance management.
- Involved with Human Resources manager in review of Salary and benefits for agency staff, updating as necessary to remain competitive.
- Provide financial analysis and recommendations to executives, contributing to strategic planning and decision making.
Key Qualifications, Experience & Skills:
- Bachelor’s degree in accounting, finance, or a related field or Master of Business Administration (MBA) or a Certified Public Accountant (CPA) preferred. Continued education and professional certifications (e.g., CFA, CIMA) is a plus.
- Years of progressive experience in accounting, auditing, or finance, as an auditor or assistant controller. Minimum of 5 years of accounting experience.
- Familiarity with state and federal tax compliance codes and regulations.
- Analytical and problem-solving skills to interpret financial data and identify risks.
- Leadership and team management abilities to oversee finance teams and delegate effectively.
- Strategic planning skills to contribute to company goals beyond just reporting.
- Attention to detail and strong organizational skills to ensure accuracy in financial records.
- Communication skills to explain complex financial concepts to non-financial stakeholders.
- Ability to design and maintain segregation of duties, access controls, and compliance with laws and best practice standards.
- Proficiency with financial software (e.g., QuickBooks) and technology infrastructure to ensure accurate, timely reporting. Experience with evaluating software programs and transitions from one software to another is not required but helpful.
- Experience with worker comp, Medicare, other audit preparation and financial statement preparation (balance sheets, income statements, cash flow statements).
- Integrity and ethics while handling sensitive financial data and funds.
Physical Requirements:

Location:
This is not a remote role, and you are required to work from our Chico office.
Schedule:Â
This an exempt position, full-time, 40 hours per week, from Monday through Friday from 8am to 5pm with an hour for lunch. Â Rare, but able to work a portion of a weekend for a special project may be required.Â
Salary:
Pay range is $95,000 - $130,000 / annually. Exact compensation may vary based on skills and experience.
