Job DetailsJob Location: Savannah, GA 31406Position Type: Full TimePosition Summary The Human Resources Recruiter / Talent Acquisition Specialist is responsible for managing the full talent acquisition lifecycle, including workforce planning support, sourcing, recruiting, screening, interviewing, selection, and onboarding coordination. This position partners closely with hiring managers and organizational leaders to identify staffing needs, develop effective recruitment and interviewing strategies, and attract highly qualified candidates using both traditional and innovative sourcing techniques. The Recruiter/Talent Acquisition Specialist serves as a strategic partner to management by providing guidance on recruiting best practices, labor market trends, candidate engagement, workforce planning, diversity and inclusion recruitment initiatives, and talent pipeline development. This position also develops and maintains relationships with community organizations, educational institutions, professional associations, workforce development agencies, and other external partners to support ongoing talent sourcing and recruitment efforts. The successful candidate will work closely with management and designated locations to ensure the organization attracts, selects, and retains top talent while maintaining compliance with all applicable employment laws and regulations. Essential Functions and Responsibilities Talent Acquisition & Recruitment Manage the full life cycle recruitment process for exempt, non-exempt, clinical, administrative, and leadership positions. Partner with hiring managers to identify current and future staffing needs and develop proactive recruitment plans. Conduct intake meetings with managers to establish hiring requirements, position qualifications, timelines, and recruitment strategies. Develop and implement recruiting strategies to attract qualified candidates in competitive labor markets. Source candidates through a variety of channels, including job boards, social media, professional networks, referrals, career fairs, community events, educational institutions, and industry associations. Build and maintain talent pipelines for critical and hard-to-fill positions. Utilize creative and innovative sourcing strategies to identify passive and active candidates. Actively recruit and market employment opportunities to diverse candidate populations. Lead recruitment efforts for designated departments and locations. Hiring Manager Partnership Serve as a trusted advisor to managers throughout the recruitment and selection process. Consult with managers on interviewing techniques, candidate evaluation methods, and selection best practices. Assist hiring managers in developing structured interview questions and behavioral-based interview strategies. Provide guidance regarding labor market trends, candidate availability, compensation considerations, and recruitment challenges. Collaborate with leadership to develop workforce planning and succession planning initiatives. Support managers in identifying opportunities to improve recruitment outcomes and reduce time-to-fill metrics. Screening, Interviewing & Selection Review and evaluate employment applications and resumes. Conduct candidate screening and initial interviews by phone, video, or in person. Coordinate and facilitate interviews between candidates and hiring managers. Administer and evaluate assessments, skills testing, and employment screenings as appropriate. Conduct reference checks, background checks, and employment verification processes. Evaluate applicant qualifications and make hiring recommendations. Prepare and extend employment offers. Communicate compensation, benefits, onboarding requirements, and employment expectations during the offer process. Maintain regular communication with candidates throughout the recruitment process to ensure a positive candidate experience. Talent Sourcing & Community Engagement Develop and maintain partnerships with colleges, universities, workforce development organizations, professional associations, community organizations, military and veteran groups, and other talent sources. Represent the organization at job fairs, recruitment events, career expos, networking functions, and community outreach activities. Coordinate and lead sourcing initiatives designed to attract qualified and diverse candidate pools. Establish community-based recruitment strategies to address workforce needs and hard-to-fill positions. Promote the organization's employer brand through outreach and recruitment activities. Develop recruiting campaigns that increase organizational visibility within the community. Recruitment Operations Develop and maintain internal and external recruitment advertising programs. Manage the internal transfer and promotion process. Track recruitment activities, recruitment metrics, applicant flow data, and hiring outcomes. Maintain applicant tracking systems and recruitment records in accordance with organizational policies and legal requirements. Ensure compliance with federal, state, and local employment laws and regulations. Support affirmative action, equal employment opportunity, diversity, equity, and inclusion initiatives. Prepare recruitment reports and workforce analytics as requested. Participate in special HR projects and initiatives as assigned. Relationship Management Develop and maintain strong working relationships with internal stakeholders, external partners, and community organizations. Serve as an ambassador for the organization and its mission. Provide exceptional customer service to candidates, employees, managers, and community partners. Foster positive relationships that support organizational hiring goals. QualificationsMinimum Qualifications Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field. Knowledge of Human Resources principles and practices, including recruitment, selection, employment law, and personnel administration. Knowledge of federal and state employment laws and regulations. Strong written, verbal, interpersonal, and organizational skills. Ability to establish and maintain effective working relationships with internal and external stakeholders. Ability to manage multiple recruitment activities simultaneously while meeting deadlines.   Preferred Qualifications Two (2) or more years of progressively responsible experience in Human Resources, Recruiting, or Talent Acquisition. SHRM-CP, SHRM-SCP, PHR, SPHR, or related HR certification. Experience managing full-cycle recruiting and talent acquisition programs. Experience partnering with management on workforce planning, recruitment strategy development, and interviewing best practices. Experience building talent pipelines and conducting proactive sourcing activities. Experience developing partnerships with community organizations, colleges, universities, workforce development agencies, and professional associations. Knowledge of diversity recruitment strategies and workforce outreach initiatives. Experience conducting behavioral-based interviewing and candidate assessment. Experience utilizing applicant tracking systems (ATS) and HRIS systems. Extensive knowledge of PeopleSoft HR functionality. Extensive experience proofreading, auditing, and resolving personnel transaction errors. Knowledge of HR Query and reporting tools. Knowledge of procedures, practices, rules, and standards associated with Georgia State Government personnel transactions. Ability to train, mentor, and direct the work of subordinate staff when required.
