The City of Cibolo is seeking a highly motivated Drainage Foreman to provide field leadership, supervision, and operational coordination to support the effective maintenance of the City’s drainage infrastructure. This position directly supervises assigned personnel and works closely with Crew Leaders to coordinate multiple crews, prioritize daily activities, allocate resources, and ensure work is completed safely, efficiently, and in accordance with departmental standards and priorities.
The Drainage Foreman promotes accountability and continuous improvement through effective communication, employee development, work planning, and oversight of the City’s maintenance management system (Cartegraph) to assign, track, document, and evaluate work activities and service delivery. - Directly supervises assigned personnel, including the street sweeping crew, and ensures work is completed in a safe and efficient manner.
- Coordinates daily and weekly work activities between multiple drainage crews in alignment with Superintendent priorities.
- Assigns and distributes work through the City’s maintenance management system (Cartegraph) to ensure proper task tracking and communication.
- Oversees and monitors work order progress across crews and ensures timely completion and accurate documentation.
- Coordinates with Crew Leaders regarding job assignments, project planning, and workload distribution while maintaining established supervisory roles.
- Conducts field inspections of ongoing and completed work to ensure quality, efficiency, and adherence to standards.
- Provides direction and support during multi-crew operations, large-scale projects, and emergency response situations.
- Ensures safe work practices are followed and that proper safety equipment and personal protective gear are utilized.
- Supports Crew Leaders in maintaining consistent performance expectations and operational standards.
- Coordinates street sweeping operations, including route assignments, scheduling, and documentation.
- Assists in identifying operational needs, resource requirements, and scheduling adjustments.
- Communicates daily operations, issues, and progress updates to the Superintendent.
- Serves as a central point of coordination between field crews and leadership to improve workflow and communication.
- Assists in training and mentoring employees to ensure consistency in procedures and work practices.
- Coordinates with other City departments for joint operations and project support.
- Assists in ensuring compliance with MS-4, SWPPP requirements, and other regulatory standards as directed.
- Performs all other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge and understanding of the mission statement and values of the City of Cibolo Public Works Department
- Knowledge of drainage system maintenance and right-of-way operations
- Knowledge of equipment operation, maintenance, and safety procedures
- Knowledge of City policies and procedures
- Knowledge and ability to utilize maintenance management systems such as Cartegraph for work assignment, tracking, and reporting
- Ability to supervise assigned personnel and coordinate work across multiple crews
- Ability to plan, assign, and monitor work activities in a structured and efficient manner
- Ability to communicate clearly and concisely with supervisors, Crew Leaders, employees, and the public
- Ability to prioritize and manage multiple tasks and crews simultaneously
- Ability to troubleshoot problems and make operational decisions in the field
- Ability to foster teamwork and maintain effective working relationships
- Ability to utilize time effectively to meet operational goals
- Ability to work with other team members of the City of Cibolo
- Ability to be proficient on equipment used by the department
- Ability to come to work on time, be prepared to work, and to work in a safe and efficient manner
- Ability to work extended hours, on occasion
- Ability to respond to weather-related emergencies
- Ability to respond to assist or support Fire and Police activities
Minimum Qualifications:
- High School graduate or General Education Degree (GED)
- Five (5) years of experience comparable to the duties of this position with increasing responsibility
- Three (3) years of experience in a supervisory or lead role
- Valid Texas Driver’s License (CDL-Class A) preferred or ability to obtain within twelve (12) months of employment
- Employee must have traffic flagger and work zone safety certificates or ability to obtain within one (1) year of employment
- Completed TYMCO Sweeper Maintenance Training (or be able to obtain within twelve (12) months of employment)
Compensation: Hourly range is $31.04/hr - $45.80/hr plus outstanding benefits package which includes 100% fully paid employee health, vision, dental, and life insurance, generous TMRS retirement package with a 2:1 match at 7% employee contribution, 13 paid holidays plus 1 floating holiday that is awarded at the beginning of each fiscal year, vacation and sick leave, and so much more!
