Under general supervision, the HR Specialist (Talent & Employee Experience) is responsible for attracting, welcoming, engaging, and supporting employees throughout their employment lifecycle by leading talent acquisition, onboarding, employee communications, recognition programs, safety coordination, and employee experience initiatives. ESSENTIAL FUNCTIONS:

1. Partners with hiring managers to lead the City's full-cycle recruitment process, including workforce planning support, position advertising, candidate communications, interview coordination, selection support, pre-employment activities, and onboarding preparation to attract and retain a high-quality workforce.
2. Develops and implements innovative recruitment strategies and employer branding initiatives that position the City as an employer of choice through career outreach, partnerships with educational institutions and workforce organization, veteran outreach, social media, job fairs, and community engagement.
3. Coordinates comprehensive new employee onboarding and orientation programs that promote organizational understanding, employee engagement, and a successful transition into City employment.
4. Develops and administers employee recognition and appreciation programs, including service awards, annual employee awards, and other initiatives that strengthen organizational culture, employee engagement, and retention.
5. Develops and maintains internal employee communications, including the employee newsletter, intranet, announcements, and other communication platforms that promote transparency, employee awareness, and organizational connection.
6. Coordinates and monitors employee professional development activities, including required training, certification completion, and educational opportunities, while partnering with departments to promote continuous learning and compliance.
7. Coordinates City safety initiatives, safety committee activities, employee safety communications, and related programs that promote a safe and healthy workplace.
8. Coordinates the development, organization, and maintenance of departmental Standard Operating Procedures (SOPs) to promote operational consistency, knowledge management, and process documentation throughout the organization.
9. Coordinates employee offboarding activities, exit procedures, and separation documentation to ensure a positive employee experience and compliance with established procedures.
10. Evaluates recruitment, onboarding, engagement, recognition, and communication metrics and recommends process improvements that enhance organizational effectiveness and the overall employee experience.
11. Prepares reports, maintains records, develops procedures, participates on committees, and performs other related duties as assigned.

• Understanding of records management and confidentiality requirements.
• Experience working in Microsoft Office Suite and Human Resources Information Systems (HRIS), applicant tracking systems, and related software applications.
• Skill in building collaborative relationships with employees, applicants, supervisors, community partners, and external organizations.
• Skill in planning, organizing, and coordinating multiple projects and priorities simultaneously.
• Skill in preparing clear, concise reports, correspondence, policies, procedures, and training materials.
• Skill in analyzing recruitment and employee engagement data to identify trends and recommend improvements.
• Skill in preparing and presenting information to groups.
• Demonstrated ability to exercise sound judgment, discretion, and independent decision-making while maintaining confidentiality.
• Demonstrated ability to establish and maintain effective working relationships with employees at all organizational levels.
• Ability to represent the City professionally while promoting the City's employer brand and organizational values.
• Ability to coordinate multiple programs and deadlines with minimal supervision.

• Ability to maintain an awareness of new trends and advances in the Human Resources profession.
MINIMUM QUALIFICATIONS:
• Graduation with a bachelor’s degree from an accredited college or university with a major in Human Resources, Business Administration, Public Administration or a related field, plus three (3) years of progressively responsible experience in human resources, talent acquisition, employee engagement, communications, or a closely related field, or any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
• Valid Texas driver license
• Professional human resources certification, such as PHR, SHRM-CP, or aPHR, or ability to obtain within one year of employment.
