The City of Steamboat Spring's Finance Department is hiring a Controller to join their team!

Pay Range: $117,404-$176,106

GENERAL PURPOSE

Supervises the accounting division of the finance department.  Responsible for the establishment, maintenance and internal control of all accounting policies and procedures, internal and external financial reporting, annual financial audit, general cashiering functions and treasury operations.

SUPERVISION RECEIVED

The Controller works under the general guidance and direction of the Finance Director.

SUPERVISION EXERCISED

Exercises direct supervision over the accounting division.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.

Supervision and management:       

  • Supervises the timely and accurate recording of all financial transactions by the Finance Department and ensures compliance with financial policies by financial agents of other city departments. 
  • Provides finance department orientation to accounting staff, including training and guidance with work procedures and methods. 
  • Conducts performance evaluations, plans and assigns job duties, coaches employees and provides corrective action. 

Accounting and Financial Statements:     

  • Responsible for maintaining the integrity of the chart of accounts and approving the set-up of new general ledger accounts and funds. 
  • Reviews current programs and systems to maintain the highest level of efficiency.  Recommends and implements improvements. 
  • Completes specialized finance and accounting projects. 
  • Reviews, develops and audits internal controls and fiscal procedures to assure the safety of all City assets. 
  • Coordinates the financial accounting functions such as Payroll, Accounts Payable, Accounts Receivable, Grant Accounting, Cashiering and their integration into the general ledger. 
  • Responsible for preparation and timely filing of financial information, including the City’s Annual Comprehensive Financial Report (ACFR) in compliance with Generally Accepted Accounting Principles, and applicable Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements, local, state, federal and professional guidelines and City policies. 
  • Provides financial information as requested by the Finance Director, City Manager or City Council.
  • Plans and coordinates the “annual audit.”  Reviews and proofs audit work papers and reconciles reports. 
  • Implements new or revised procedures in order to comply with Generally Accepted Accounting Principles (GAAP) or City policies and programs.

Treasury:

  • Manages the banking operations including online banking administration.
     

Debt:       

  • Responsible for ensuring that the city successfully carries out its post-issuance compliance requirements with regards to all debt issuances.

Abilities, Knowledge and Skills:

  • Ability to ensure the integrity and accuracy of the City’s financial records and accounting processes.
  • Ability to build and maintain a positive work environment utilizing excellent teambuilding skills.
  • Ability to stay current on trends and developments in governmental accounting regulations.
  • Ability to oversee multiple tasks and work with interactive accounting systems and personal computers.
  • Comprehensive knowledge of the principles and practices of GAAP and GASB.
  • Skill in constructively providing supervision for multiple positions.
  • Skill of clear and concise written and verbal communication with a strong focus on customer service.
  • Strong leadership in skills in motivating others, building coalitions, and communicating vision.
  • Good problem-solving skills with the ability to distinguish between relevant and irrelevant information to make logical judgments.
  • Ability to support accounting decisions or actions with simplified logic that the non-financial person can understand.

PERIPHERAL DUTIES

  • May serves as a member of various employee committees.
  • Other duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

  • Graduation from an accredited four-year college or university with a bachelor’s degree in accounting (Masters or CPA preferred); and
  • Seven (7) years of progressively responsible experience in professional financial management and analysis, municipal finance and accounting database; or
  • Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

  • Thorough knowledge of and ability to use financial spreadsheet software, double entry accounting theory, principles, and practices, auditing theory and practices; internal control procedures, and bookkeeping and accounting procedures and systems, including computer applications such as Microsoft Excel, Microsoft Word, Microsoft Teams, and Workday preferred;
  • Skill in the operation of the listed tools and equipment.
  • Ability to maintain effective accounting procedures; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees and the public.
  • Knowledge of government accounting principles.

Personal computer, including spreadsheet and word processing, ERP software; telephone; and copy machine.

Pay Range:

Offers will be negotiated based on each candidate's qualifications.

Merit:
This role is eligible for merit within our pay-for-performance philosophy via our annual performance review process.  Hires after September 1st will take the next year's compensation data into account but would not be eligible for merit until the following year.
