JOB SUMMARYĀ
The Professional Staff ā Legislative supports the City Council President's legislative and policy agenda through research, policy analysis, bill drafting, legislative coordination, and stakeholder engagement. The positionĀ works closelyĀ with Council staff, City agencies, the Mayorās Office of Government Relations, and community partners to advance legislative priorities, oversee special initiatives, and ensure efficient City Council operations.Ā
ESSENTIAL FUNCTIONSĀ
Conduct legislative research and policy analysis.Ā
Draft and advance legislative proposals.Ā
Monitor legislationĀ as itĀ proceedsĀ through the City Council.Ā
Prepare legislative briefings and reports.Ā
Coordinate with Council staff, agencies, andĀ externalĀ stakeholders.Ā
Support legislativeĀ and oversightĀ hearings.Ā
Lead special projects, including coalition building.Ā
Coordinate the Council Presidentās nominations to relevantĀ Boards andĀ Commission.Ā
Prepare agendasĀ and meeting materialsĀ for City Council meetings.Ā
PerformĀ otherĀ duties as assigned.Ā
MINIMUM QUALIFICATIONSĀ
Education:Ā A bachelorās degree from an accredited college or university.Ā
ANDĀ
Experience:Ā At least five (5) years of experience in legislative affairs, public policy, government relations, public administration,Ā community organizing,Ā strategic research, teaching,Ā social work, or related fields.Ā
ORĀ
Equivalency Notes:Ā Have an equivalent combination of education and experience.Ā Ā
KNOWLEDGE, SKILLS, AND ABILITIESĀ
PreviousĀ experience in a fast-paced role, preferably within government, politics,Ā organized labor,Ā public-servingĀ non-profit organizations,Ā education,Ā or another form of public service.Ā
Excellent written and verbal communication skills, with the ability to draft clear and concise communications.Ā
Strong organizational skills and attention to detail, with the ability to prioritize and manage multiple tasks effectively.Ā
ProficiencyĀ in using office productivity software (e.g., Microsoft Office Suite,Ā Airtable).Ā
Knowledge of Baltimore City's government structure and key issues facing the community is a plus.Ā
Demonstrated ability toĀ maintainĀ confidentiality and handle sensitive information appropriately.Ā
Flexibility to work occasional evenings or weekends, as required by office events or special projects.Ā
A positive and proactive attitude with the ability to work both independently and collaboratively in a team-oriented environment.Ā

PROBATIONĀ
All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.Ā
