Job Description Summary & Additional Information

ORGANIZATION SUMMARY STATEMENT:

Position Summary/Purpose  

Under the direction of the Operations Section Chief/State Programs Manager, the Regional Coordinator is responsible for the oversight of daily operations at a designated Regional Training Office/Center and for the coordination and supervision of EMS, fire, rescue, and other emergency services training programs in counties within an assigned region.

This position ensures that all regional operations comply with applicable Code of Maryland Regulations (COMAR), University of Maryland policies, and MFRI’s mission, goals, and operational standards. The Regional Coordinator supervises full- and part-time staff and field instructors, oversees training delivery and logistics, ensures facility and equipment readiness, and maintains liaison relationships with state, regional, and local emergency services agencies.

Supervisory Responsibilities

•    Provides leadership and performance management for assigned staff.
•    Ensures compliance with COMAR and University personnel policies.
•    Oversees instructor credentialing, training certification, and adherence to MFRI procedures.

Regulatory and Compliance Responsibilities

•    Maintain accurate training, personnel, and facility records as required by state and University  policy.
•    Ensure all staff certifications, instructor credentials, and training documents meet required  standards.
•    Support state audits, accreditation reviews, and internal compliance checks.


MINIMUM QUALIFICATIONS:

Education:

•    Bachelor’s degree or an equivalent combination of college coursework and supervisory  experience relevant to emergency services training and training facility management.

Experience:

•    Minimum of five (5) years’ experience in fire, rescue, or emergency services operations,  including training management or coordination.
•    Demonstrated supervisory experience in a structured public safety or educational environment.

Knowledge, Skills, and Abilities:

•    Working knowledge of emergency services training systems and COMAR regulations.
•    Excellent written and oral communication skills; ability to maintain fairness and impartiality with  multiple State, county, and local agencies/jurisdictions.
•    Strong leadership, organization, and problem-solving abilities.
•    Proficiency with training management systems, scheduling tools, and documentation standards.

PHYSICAL DEMANDS:

•    Requires loading and unloading vehicles with textbooks, printed materials, and training equipment (up to 50 lbs.).
•    Requires good vision and mobility to conduct inspections and oversee field training.
•    Position may involve exposure to outdoor training environments, noise, and temperature variations.
•    Regular travel within the assigned region is required; occasional evening and weekend work for training events.

PREFERENCES:

•    Master’s degree in Fire Science, Emergency Management, Business, Education, Public  Administration, or other related fields.
•    Prior experience in developing, coordinating, and managing emergency services training.

LICENSES/CERTIFICATIONS:  

•    Required:  Certification (or ability to obtain within 18 months) as a State Emergency Services instructor (formerly Level II Instructor).
