Overview

Project Manager (NARA-2026-24630):

 

Bowhead seeks to network with a Project Manager to support our proposal effort to support services as directed by National Archives and Records Administration (NARA) at eighteen (18) various dispersed locations identified in the contract. The PM is responsible for ensuring high-quality, cost-effective, and storage of the nation’s records, including citizen tax returns, Official Military Personnel folders, Official Civilian Personnel Records, passport applications, and other essential government records.

Services consist of:

  • Removing boxes from shelving units, placing boxes on shelves or pallets, shrink wrapping, general warehouse labor tasks, and general administrative functions associated with these tasks.
  • Pulling specialized reference and/or refiling documents following specific protocols and general administrative functions associated with these tasks.
  • General office work involving scanning, labeling, and attaching scans according to specific protocols, and general administrative functions associated with these tasks.

Responsibilities

  • Serves as the primary point of contact and authorized to interface with the Government Contracting Officer (CO), contract level Contracting Officer’s Representative (COR), Government management personnel, and customer agency representatives.
  • Serves as senior corporate representative responsible for overall contract performance.
  • Rely on extensive experience and judgment to plan and accomplish goals.
  • Establish and carry out departmental or organizational goals, policies, and procedures.
  • Direct and oversee an organization's financial and budgetary activities. 
  • Manage general activities related to providing services. 
  • Analyze financial statements and other performance indicators. 
  • Identify places to cut costs and to improve performance, policies, and programs.
  • Coordinates and monitors the scheduling, pricing, and technical performance of this contract.
  • Manage the Monthly Status Report (MSR) process.
  • Responsible for ensuring a sufficient number of personnel are available during normal working hours.
  • Make provisions to accommodate fluctuations in work magnitude and type and have the flexibility to respond to emergencies and changing priorities/requirements in an effective and efficient manner.
  • Distribute Government provided customer-satisfaction surveys.
  • Ensure program performance, deliverables, staffing, and resource allocation comply with contractual obligations and client expectations.
  • Other tasks as assigned.

 

Supervisory Responsibilities

  • Provides leadership and direction to the technical team.
  • Monitor/provide effective performance feedback through employee recognition, coaching, and disciplinary action.
  • Ensures flow of communication from upper management to employees and vice versa.
  • Strong interpersonal, leadership, and collaboration skills with senior government officials and interagency partners.  
  • Develop, implement, and maintain program work plans, schedules, and standard operating procedures (SOPs) to meet project goals and agency requirements.  

 

Qualifications

Experience 

  • Must have a minimum of three (3) years of management experience dealing with the day-to-day operations of government contracts
  • 2–4 years of logistics, warehousing, or supply experience
  • Proven success managing multi-team, high-volume, or geographically dispersed operations. 

 

Qualifications

  • Associate’s degree in logistics or supply. Bachelor’s degree (BA/BS) highly desirable.
  • Demonstrated experience in developing and implementing contract management plans, contract administration, and compliance.
  • Possesses a strong understanding of contract regulations and principles.
  • Excellent communication and interpersonal skills to interact with stakeholders, team members, and customers to apply problem-solving skills, resolve conflicts, and mitigate risks.
  • A strong understanding of program management principles methodologies, and best practices with a focus on execution, monitoring, and control.
  • Possess the basic knowledge and skills required to plan, control, manage, and be responsible for the successful completion of the work.
  • Have written and oral communications abilities commensurate with this supervisory role.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to understand, speak, read, and write the English language.
  • Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
  • Valid driver’s license in the state of employment with an acceptable driving record.
  • Ability to pass a pre-employment background check and drug screening.
  • US Citizenship is required

 

Physical Demands

  • Must be able to lift up to 50 pounds.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.
  • High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes.

 

Environment

  • Requires wearing personal protective equipment (PPE) which includes COVID-19 mask, safety glasses, protective-toe footwear, gloves, and hearing protection.

 

 

SECURITY CLEARANCE REQUIREMENTS: NACI background investigation and must be approved in accordance with Homeland Security Presidential Directive-12 (HSPD-12) and OMB guidance M-05-24.  US Citizenship is a requirement for clearance at this location.
