Job Description:

Seeking a Business Development Lead focused on growth of our Mission Networks sector at a pivotal moment of strategic expansion. Mission Networks has a proven track record delivering enterprise-scale, highly resilient networked capabilities for some of the most demanding mission environments. We are now aggressively pursuing domestic opportunities focused on increasing critical infrastructure resiliency to cyber and other threats.

The United States' critical infrastructure — spanning energy, utilities, transportation, water systems, communications, and financial services — depends on resilient, secure, and highly available networks to sustain operations and protect public safety. As cyber threats grow more sophisticated and infrastructure interdependencies become more complex, the demand for trusted partners with deep mission experience has never been greater.

This role is central to our strategy of bringing proven, mission-hardened networking and counter UAS capabilities to critical infrastructure owners and operators — including utilities, transit authorities, port authorities, event venue operators and other entities responsible for keeping essential services running. The successful candidate will help shape engagement with these customers and their stakeholders, develop solutions tailored to unique operational and security requirements, and build lasting relationships partnerships that advance national infrastructure resilience.

This is a high-visibility, high-impact role that sits at the intersection of technology, mission, and growth — offering the opportunity to directly influence both our sector's expansion and the security of the nation's most essential systems.

Essential Functions:

  • Leverage existing relationships to identify, qualify, and pursue opportunities with customers across critical infrastructure sectors (e.g., transportation, energy, financial, communications, etc.)
  • Develop and maintain customer relationships with key stakeholders across government and regulated industry verticals
  • Outline strategies to assist customers in securing grants and other federal funding, and in combining similar capability acquisition efforts to reduce risk and increase affordability
  • Leverage competitive capture expertise to develop effective win strategies and competitive assessments, estimate price-to-win estimates, conduct color team reviews, and provide recommendations for business decision gates
  • Analyze competitive RFPs to understand customer requirements and evaluation criteria
  • Stay current on market trends, key customer budgets, and future customer needs through independent research
  • Maintain a current view of the competitive landscape and execute analyses of L3Harris market share and position on strategic pursuits

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Demonstrated experience working with or supporting critical infrastructure owners, operators, or regulators across sectors such as energy, utilities, transportation, water systems, or communications
  •  

Preferred Additional Skills:

  • Strong understanding of critical infrastructure protection frameworks including NERC CIP, NIST CSF, or sector-specific regulatory requirements governing network operations and security
  • Deep knowledge of resilient networking architectures designed for high-availability, mission-critical environments — including redundant routing, failover design, SD-WAN, MPLS, and zero trust principles
  • Familiarity with the unique challenges of OT/ICS network environments, including air-gapped systems, legacy infrastructure, and the convergence of IT and OT networks
  • Proven ability to translate challenging operational and security requirements into scalable, resilient and affordable solutions
  • Demonstrated ability to think end-to-end and manage multiple priorities/projects simultaneously including budget responsibility for discretionary spending
  • High level of integrity, open and productive collaboration, teamwork across multiple functions within the segment
  • Competency making decisions with imperfect and incomplete information
  • Ability to lead and develop relationships with geographically dispersed peers
  • Excellent written and verbal communication and presentation skills. Must be able to communicate clearly and effectively, and, most importantly, promote collaboration among the team.
  • Experience leading or participating in strategic planning activities
  • Experience generating mission or product roadmaps
  • Experience accessing grant and other federal funding

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $106,500- $197,000. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $122,000- $227,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
