Tech7 is seeking an SDA Data Fusion Network Engineer to join our team.
This is full-time position located at 2424 Garden of the Gods Road and Peterson SFB in Colorado Springs, CO.
Job description / Duties:
An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As an SDA Data Fusion Network Engineer, you will work closely with the Government Program Manager and provide Advisory and Assistance Services support performing engineering tasks, research, studies, and analysis that provide technical, and managerial direction for problem definition, analysis, requirement development, and implementation for complex sensor networks. You will make recommendations and advise on system development, improvements, optimization, and support efforts and initiatives including contractual oversight for multiple small- to mid-sized contracts developing and fielding war fighting systems.
Duties include, but are not limited to:
- Apply network architecture development and engineering knowledge and experience to advise the Government Program Management Office
- Identify communication protocol and schema requirements for seamless data transmission between a globally distributed network of sensors
- Author Application Programming Interface (API) requirements in support of machine-to-machine autonomous sensor management
- Implement cybersecurity, information assurance, and risk management practices and produce artifacts to aid in the accreditation and sustainment of DoD network
- Support Security Impact Assessment (SIA) activities and balance accreditation risk with capability delivery requirements
- Interface with industry, Federally Funded Research and Development Centers (FFRDCs), and other government organizations (DoD and the Intelligence Community) to bring state-of-the-art network capabilities into the SDA enterprise and provide technical implementation guidance
- Work proactively with the government to contribute technically sound and practical advice to the customers about SDA network infrastructure and architecture, and in developing an integration/deployment framework
- Support evaluation and validation of network systems, including development of criteria and procedures
- Participate in requirements development to ensure requirements are verifiable; coordinate on test plan development and other verification activities with SSC/SZG contractors and stakeholders
- Provide technical recommendation support services, including reviews, studies, audits, evaluations and analyses, scientific and procedural guidance, documentation, technical analysis, and support of associated engineering Integrated Product Teams (IPTs).
- Assist in developing requirements, drafting, and revising solicitation documents including Statements of Work (SOWs), and drafting Request for Proposal (RFP) documentation
- Evaluate proposals; provide analysis scoring vendor proposals against requirements and solicitation-documented evaluation criteria
- Participate in trade studies to support selection of preferred design solutions, commercial hardware or software components, and preferred course of action alternatives in project development/system delivery
- Support development of system integration plans, procedures, and scenarios used to conduct software/hardware network system integration testing
- Review and provide comments/input to the development of overarching system design documentation to include technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); interface control documents (ICDs); and System Specifications
- Identify and track development and sustainment risks in support of Government activities; develop and execute technology insertion and risk reduction strategies, studies, and recommendations to mitigate identified risk conditions
- Coordinate and lead resolution of system issues and deficiencies with prime contractors, depot contractors, and other support contractors
- Provide relevant input to acquisition planning activities, upgrades, modifications, and studies, interface with stakeholders, contractor personnel, and product integrators
- Support the Government’s planning, acquisition, modification, and execution of multiple contracts
- Travel to CONUS and OCONUS locations at the request of the Government
- Other duties as required/requested by the Government within the constraints of the S3 contract
Experience:
- Extensive background in serving as an Information Systems Security Manager, overseeing the development, implementation, and enforcement of security policies and procedures; ensuring compliance with organizational, industry, and regulatory standards
- Experience in implementing and managing international Organization for Standardization (ISO) standards
- Experience in the accreditation and operation of DoD computer networks, including the Risk Management Framework (RMF) process
- Experience as a Program or Project Manager in a DoD, MDA, or IC Acquisition organization
- Experience as an A&AS contractor in a DoD, MDA, or IC Acquisition organization
- DoD Logistics, or Sustainment experience supporting similar requirements in DoD, MDA, IC, FFRDC, or DoD/DoE Laboratory organizations
- Experience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals
Minimum Required Qualifications:
Citizenship: Must be a US Citizen
Clearance: Active Secret clearance, eligible for Top Secret/SCI clearance, preferred Active DoD TS/SCI clearance, agreeable to polygraph
Education: Bachelor’s degree in Network Engineering, Systems Engineering, Computer Engineering, Computer Science, or a related discipline, preferred Master's degree in Network Engineering, Systems Engineering, Engineering Management, Computer Science, or a related discipline
Certifications: PMP Certification; DAU DAWIA, or equivalent Acquisition Program Management Level II or III training
Years of Experience: 4 years of directly relevant experience, 2 of which must be in the DoD, or MA/MS degree and 2 years of directly relevant DoD experience
Other Qualifications:
- Proficient in designing, configuring, and managing complex network architectures including LAN, WAN, VLANs, VPNs, and routing protocols, with focus on scalability, reliability, and security
- Solid understanding of software design principles and methodologies, design patterns, and AGILE development practices
- Demonstrated expertise in Integrated Safety and Security Instrumentation (ISSI systems, including design, implementation, maintenance, and troubleshooting
- Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment
- Self-motivated with the ability to work independently as well as part of a team in a fast-paced environment
- Effective communication skills (both written and verbal) with internal and external clients
- DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in DoD, MDA, IC, FFRDC, or DoD/DoE Laboratory organizations
- Familiarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirement
Travel: Up to 20% to CONUS and OCONUS locations upon Government direction
Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Annual Pay Transparency Range: $130,000.00 - $145,000.00
