Logistics & Procurement Manager

The Logistics and Procurement Manager will be responsible for the implementation, administration and management of all purchasing activities for the OCONUS projects. The Manager will coordinate with internal and external teams on all material shipping (by air and or sea), and collaborate with and assist team members entry and lodging at all project locations around the world.

Primary Responsibilities:

  • Establishes and implements the procurement and subcontracts administration policies and procedures required for program execution.
  • Analyzes contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and company procedure.
  • Prepares requests for proposals and requests for quotations.
  • Provides procurement guidance to team members for appropriate Statement of Work.
  • Negotiates and prepares Change Orders to Agreements.
  • Ensures suppliers performance meets cost, delivery and quality objectives.
  • Relies on experience and judgment to plan and accomplish goals and to find solutions to particular problems and sourcing issues.
  • Assists with problem resolution and provides strategic guidance to senior management as required.
  • Manages and securely stores equipment and assets.
  • Designs and administers an inventory control plan.
  • Prepares schedules and plans for incoming and stored equipment and utilizes a records system/database to track in stock and distributed inventory.
  • Coordinates with the Project Manager to ensure compliance with all contract requirements.
  • Communicates country entry requirements to Project Managers and project team members.
  • Gathers and distributes all personnel details for eCountry Clearance (eCC), and when applicable, visa requirements.

Supervisory Responsibilities:

There are no supervisory responsibilities associated with this position.

Education and/or Experience:

  • Bachelors degree in related field, plus a minimum of 5 years experience in procurement administration in a federal government contracting environment; OR 10 plus years of experience in lieu of a degree.
  • Must have excellent customer service skills and the ability to communicate with all types of internal and external customers.
  • Excellent interpersonal and written and oral communication skills.
  • The ability to work independently with minimum supervision and juggle multiple priorities in a fast-paced, dynamic environment.
  • Ability to apply sound business judgment and strategic guidance to management in a deadline-oriented environment.
  • Working knowledge Customs Regulations for both air and sea shipping.
  • Proficient in Microsoft Word, PowerPoint, and Excel.
  • Ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.

  • Must have a current US Government TOP SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.

Wage:

The salary range for this position is $65,000 to $85,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
