Job DetailsJob Location: Chapel Hill, 1605 - Columbia, MO 65203Position Type: Full TimeJob Summary:  The Human Resources Specialist provides oversight of the organization's human resources functions, including recruitment, retention, workforce planning, and employee engagement. The Human Resources Specialist partners with leadership to develop and implement strategic recruitment/retention initiatives that support organizational goals while fostering a positive and compliant workplace culture.   ESSENTIAL FUNCTIONS: Human Resources Operations Assist with maintaining organizational structure through development and revision of job descriptions and position requirements. Assist with performance evaluation processes and support management with employee development planning. Maintain employee records and ensure personnel documentation is accurate and compliant. Assist with administration of FMLA, ADA accommodations, leave requests, and related employee programs by disturbing forms if needed. Monitor compliance-related requirements. (Annual Backgrounds) Maintain confidentiality of sensitive employee and organizational information. Ensure compliance with federal, state, local, and CARF requirements with employee file maintenance.   Recruitment & Workforce Planning Develop and oversee recruitment strategies that support organizational staffing needs. Provide oversight and guidance for recruitment, selection, and onboarding activities. Analyze workforce trends, vacancy reports, turnover data, and recruitment metrics. Collaborate with management to identify staffing needs and workforce planning initiatives. Establish and maintain partnerships with colleges, workforce agencies, community organizations, and professional networks. Support employer branding initiatives through recruitment events, job fairs, community outreach, and workforce development activities. Evaluate recruitment processes and recommend improvements to increase hiring efficiency and candidate quality. Review recruitment reports and staffing metrics to support organizational decision-making.   Employee Relations & Retention Provide guidance and support to employees, supervisors, and managers regarding employment-related concerns. Conduct stay interviews and exit interviews to identify opportunities for employee retention and organizational improvement. Develop and support employee engagement and retention initiatives. Promote a positive work environment that reflects organizational values and person-centered practices. QualificationsREQUIRED SKILLS and ABILITIES: Excellent interpersonal skills with the ability to communicate effectively both within and outside the organization. High attention to detail with the ability to manage multiple deadlines and complex schedules independently. Advanced knowledge of Microsoft Office Suite and experience (or aptitude) with Applicant Tracking Systems (ATS). Ability to maintain strict confidentiality and act with high professional integrity.   EDUCATION and EXPERIENCE: Bachelor’s Degree in human resources or related field required.
