Project Scope:

Seeking an experienced Project Manager Consultant to support a large-scale Medicaid Enterprise System (MES) Modernization initiative. This multi-year transformation program focuses on replacing legacy healthcare and claims processing systems with modern, scalable, and configurable solutions that improve operational efficiency and support future federal and state requirements.

The consultant will serve as a key member of the Program Management Office (PMO), responsible for project schedule management, planning, governance, reporting, risk management, and oversight of vendor-delivered project activities. The role will support the successful execution of modernization efforts by ensuring project schedules, deliverables, resources, and dependencies are effectively managed throughout the project lifecycle.

 

Key Responsibilities:

·        Support the Program Management Office (PMO) in managing project planning, execution, and reporting activities.

·        Develop, maintain, and manage comprehensive project schedules and work breakdown structures (WBS).

·        Coordinate schedule updates from project teams and vendors and ensure accurate project tracking.

·        Monitor project critical paths, dependencies, milestones, and schedule performance.

·        Oversee vendor schedule management activities and ensure adherence to established project governance processes.

·        Produce schedule variance reports, earned value metrics, resource forecasts, and executive-level project status reports.

·        Facilitate project schedule meetings, document action items, and track follow-up activities.

·        Assist project teams with effort estimation, resource planning, and schedule decomposition.

·        Create, maintain, and analyze project risks, issues, action items, and change requests.

·        Support project governance, scope management, configuration management, and reporting processes.

·        Develop project metrics, dashboards, and performance reports for leadership review.

·        Collaborate with stakeholders, project managers, technical teams, business teams, and vendors to ensure project objectives are achieved.

 

Required Skills & Experience:

·        3–5 years of Project Management Office (PMO) experience supporting large-scale technology projects.

·        Experience creating and maintaining project governance plans, schedules, scope baselines, risk registers, and change management processes.

·        2–3 years of project planning, scheduling, reporting, resource management, and project metrics experience.

·        2–3 years of Software Development Lifecycle (SDLC) planning experience.

·        Strong proficiency with Microsoft Office Suite, including: SharePoint, Excel, Word, Visio, PowerPoint

·        Experience managing project risks, issues, dependencies, and action items.

·        Strong organizational, leadership, and communication skills.

 

Preferred Skills:

·        3–5 years of Microsoft Project Server / Project Web App (PWA) experience.

·        3–5 years of Agile Software Development methodology experience.

·        Experience supporting large enterprise modernization or healthcare technology projects.

·        Experience working with vendors and third-party implementation teams.

·        Strong project reporting, forecasting, and executive communication experience.

 

Education
Bachelor’s Degree in Business, Information Technology, Project Management, or a related field.

OR

Associate Degree with 10+ years of Project Management experience.



Preferred Certifications

·        Project Management Professional (PMP)

·        Other Project Management or Agile-related certifications
