Financial Manager, PN 20063582

 

What You Will Do:

  • Strategic Fiscal Leadership: Supports the Administrator of Federal & Capital Accounting by overseeing fiscal management, controls, and federal funding coordination for ODOT, including acting as liaison with FHWA.
  • System & Process Optimization: Evaluates and improves existing fiscal systems and processes, emphasizing streamlining, automation, and quality‑driven practices.
  • Personnel Management: Directly supervises staff by assigning work, setting goals, coaching, evaluating performance, and ensuring project alignment with organizational objectives.
  • Capital Accounting Oversight: Directs capital accounting operations, including encumbrances, payments, and administration of FHWA reimbursement programs (Current Bill), Federal Program Management (FPM), and Capital Project Closeout (CPC) processes.
  • Stakeholder Advisory & Reporting: Provides expert guidance and training on federal funds, oversees reporting and documentation, monitors legislative impacts, and manages final settlements of local participation agreements and related financial activities.

 

 

Who we are looking for: 

  • Strong analytical and problem‑solving skills with the ability to analyze complex financial data, identify discrepancies, troubleshoot issues, and draw sound conclusions to support decision‑making.
  • High attention to detail and accuracy, particularly when reviewing financial data, coding, compliance requirements, and reporting—ensuring data integrity and preventing costly errors.
  • Technical proficiency in financial systems and reporting tools including advanced Microsoft Excel skills. 
  • Effective communication and collaboration skills and ability to coordinate with internal and external customers to troubleshoot and resolve issues efficiently.
  • Adaptability, sound judgment, and professionalism, including strong interpersonal skills and flexibility, good decision‑making, and the ability to manage varying situations.

-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

-Or 12 mos. exp. as Financial Program Manager, 66585.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
