Job Summary

Employees in this class work under close supervision and with other County departments to ensure compliance and enforce planning, zoning, building, licensing, illegal signage, property maintenance, noise, land use standards, other codes ordinances, rules and regulations designed to protect the health, safety and welfare and the general quality of life for residents of Rockdale County, Georgia. The employee serves as a resource and provides information on County regulations to property owners, residents, businesses, and the general public, along with other County departments and divisions. Work includes conducting field inspections and issuing citations as needed. Work is assigned by administrative staff in terms of department goals and objectives. Employee may, with adequate training, satisfactory performance evaluations, competency in executing the routine job duties, and master the skills necessary to advance to the next higher-level class, Code Enforcement Officer II.

Essential Functions

Conducts field investigations to determine compliance of properties with county codes and issues notices of violation or citations for non-compliance.

Performs land use and zoning inspections under the codes.

Performs zoning permit inspections based on approved plans to ensure compliance with codes and regulations.

Maintains files of complaints and investigative findings.

Research and reviews legal descriptions, plat restrictions and property ownership information.

Performs inspections regarding business license and alcohol license issues, secures licenses and merchandise and posts notices at establishments when required due to violations.

Monitors county road network for roadside dumping and litter concerns and reports concerns to the department responsible for clean-up.

Inspects reports of illegal dumpsites and outside trash storage around businesses and residential areas.

Prepares records and reports pertaining to abatements, court actions, daily activities, enforcement actions and inspections.

Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards.

Attends neighborhood meetings to discuss and educate citizens on County ordinances. Responds to citizen concerns and complaints.

Testifies at hearings regarding notices of violations or citations. Collaborates with other departments to complete tasks.

Meets with public daily to educate and enforce ordinances.

Issues citations for violations of the code of Rockdale County, Georgia, for prosecution in Magistrate Court.

Knowledge, Skills, and Abilities

Knowledge of county and department policies and procedures.

Knowledge of Rockdale County zoning and land use regulations, rules and procedures.

Knowledge of legal, administrative, and procedural regulations applicable to the particular section assigned.

Knowledge of geography of the county.

Skill in maintaining regulatory records and proper preparation and submission of reports.

Skill in reading and interpreting site plans and specifications relating to land use and zoning code provisions.

Skill and ability to remain calm and composed, while using conflict management skill in relation to potentially stressful and/or hostile situations.

Skill in basic computer applications for word processing and spreadsheets and ability to operate modern office equipment.

Ability to meet the public and explain zoning and land use codes concisely, tactfully and impartially. 

Ability to recognize deviations from code requirements or from established policies and procedures. 

Ability to sit, stand, bend, walk crouch, crawl, and kneel.

Ability to occasionally lift heavy objects, climb ladders and use tools that require a moderate degree of dexterity.

Working Conditions

Work is in an office setting and a field environment; required to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate equipment and vehicle; and to verbally communicate to exchange information.

Minimum Qualifications

  1. High school diploma or equivalent.
  1. One(1) year of experience in public works, planning, and zoning, code enforcement, or related field work involving considerable public/customer contact, including investigating allegations, conducting research, and resolving complaints, concerns, or conflicts.
  1. OR have a combination of education, training, and work experience that is equivalent to #1 and #2abovethat provides the requisite knowledge, skills, and abilities for this job.
  1. Obtain certification as an (IPMC)PropertyandHousingInspectorfromICCwithin1yearof the date of hire, or Georgia Association of Code Enforcement (GACE) Level I Certification within 2 years of the date of hire.
  1. Valid State of Georgia Driver’s License
