Summary
This position is accountable for assisting the Chief Operating Officer (COO) with the administration and the operations of the Housing Authority and its related entities. Work involves planning, directing, supervising, coordinating and evaluating all the daily operations integral to the activities of Housing Management and Programs. This position is heavily involved in strategic planning and organizational development. This position is responsible for monitoring the daily operations, streamlining operations, increasing efficiency and effectiveness, preparing budgets, making recommendations regarding personnel, reviewing Authority’s policies and recommending changes to ensure compliance with programs and the advancement of the Authority’s objectives. This position is required to exercise considerable tact and courtesy in frequent contacts with residents, employees and partners and the general public. This is a key position within the Authority and it is essential that this position work closely with the CEO in developing and carrying out initiatives, and setting the tone and vision for the employees of the Authority. This position sets a positive example of competence, professionalism, energy and work ethic for the organization.
Essential Job Functions
Â
- Oversee multiple departments involved with real estate planning, development, and construction, homeownership, energy management, and provide direction in order to meet the organization’s long and short-term goals
- Establish policies and procedures to assure that goals are met and that HUD regulations are followed and that directives, policies and procedures are being followed.
- Provide assistance and support to functional areas in solving problems and establishing milestones
- Review reports in order to track progress and status of projects and routine functions
- Conduct periodic staff meetings
- Establish performance standards for subordinates, prepare performance appraisals, and discuss with employees
- Ensure timely completion of performance evaluations for staff
- Interview prospective employees and make hiring recommendations
- Take disciplinary action as needed
- Participate in assessing needs, and establishing goals and plans for the Housing Authority
- Assist in establishing and maintaining the 5-year plan
- Assist in the preparation of the annual needs statement
- Prepare or oversee preparation of the annual budget for assigned departments
- Participate on various advisory committees, and civic organizations in order to promote public housing and maintain a positive profile in the community
- Stay abreast of public housing matters, developments, and opportunities by studying HUD regulations, laws, ordinances, and publications, and by attending professional conferences, training, and meetings
- Develop and implement plans to achieve short-term and long-term goals
- Represent the agency in meetings with governmental officials, non-profit agencies and the general public
- Monitor changes in federal and other regulations, assess impact on the authority and inform senior staff
- Attend monthly Board meetings
Knowledge, Skills, and Abilities
- Knowledge of HUD, and other federal, state, and local policies, procedures, and regulations related to the operation of a public housing authority
- Knowledge of principles and practices of construction and design
- Knowledge of the principles and practices of management and supervision
- Knowledge of the principles and practices of communication
- Knowledge of the principles and practices of budgeting and budget administration
- Knowledge of report preparation techniques
- Knowledge of modern office equipment including copier, computer, calculator, fax, etc.
- Ability to plan, organize, and assign routine work and special projects in order to meet organizational goals
- Ability to develop and establish effective working relationships with employees, officials, and the public
- Ability to compile or direct compiling of data and preparation of reports
- Ability to analyze reports and data, and formulate recommendations
- Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements
- Ability to anticipate potential problems and needs in order to develop and give sound judgment to make and implement decisions to effectively initiate and manage work projects
- Ability to effectively relate to and deal with public and private agencies and residents in order to accomplish organizational goals and complete projects
- Ability to communicate effectively, both orally and in writing, with groups and individuals
- Ability to delegate duties and assignments in order to achieve objectives

Minimum Qualifications
Â
- Requires a Bachelor’s Degree in Public Administration, Business Administration, Construction Science, Engineering or closely related field.
- Requires ten (10) years of experience in public or business management, strategic planning or related field which includes five (5) years progressive supervisory experience; or an equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities.
- Prefers Master’s degree.
- Prefers experience in Public Housing.
- Other: Valid Texas Driver’s License
