Primary Responsibilities
The Project Manager supports the Engineering Department by managing key priority capital projects and supporting military installation operational engineering functions to ensure the safe, reliable, and cost-effective delivery of electric energy and related services to the Cooperative's membership. This position provides leadership in planning, scheduling, coordinating, and executing engineering projects related to the electric distribution system, substations, and associated facilities. This role is responsible for project development and execution including system planning support, staking and work order coordination, budget and schedule oversight, contractor management, and compliance with applicable codes and standards. The Project Manager also supports service reliability and operational excellence through cross-department coordination and clear communication with internal stakeholders, members, vendors, and regulatory partners. When assigned, the Project Manager serves as a key point of contact for projects involving Naval Air Station (NAS) facilities and operations, ensuring coordination, security awareness, scheduling alignment, and compliance with base-specific requirements while maintaining Cooperative standards. The Project Manager contributes to a strong culture of safety, teamwork, and accountability while protecting and enhancing the Cooperative's public image and reputation through professionalism, responsiveness, and quality service. This position is essential in supporting the Cooperative's mission by delivering critical infrastructure improvements, ensuring operational integrity, and advancing long-term system reliability for the communities we serve.
Essential Job Functions
- Manage engineering projects from initiation through closeout, including scope development, cost estimating, scheduling, procurement coordination, construction oversight, and documentation.
- Coordinate internal and external resources to ensure projects are delivered safely, on time, and within budget.
- Track project progress and provide routine updates to the Engineering Supervisor regarding milestones, constraints, costs, and schedule impacts.
- Act as the Cooperative's engineering liaison on electric infrastructure projects at NAS facilities, coordinating with base personnel on access, scheduling, security, and project limitations. Make sure all project activities comply with base operations and safety standards. Maintain professional communication and documentation to support Cooperative and base expectations.
- Assist in maintaining engineering standards, construction specifications, and project documentation practices.
Minimum Qualifications
- Bachelor's degree in engineering or related disciplinary field or equivalent combination of education and utility experience relevant to the position
- 5 years of experience in the electric utility industry with demonstrated project management experience.
- Technical Expertise & Skills:
- Working knowledge of distribution overhead and underground systems designs, operations and maintenance as per RUS specifications in both 7.2 kV and 14.4 kV
- GIS, SCADA, work management systems, staking software, or utility engineering design tools
- Working with government facilities, military bases, or secured work environments.
- Ability to interpret engineering drawings, staking sheets, and construction specifications.
- Ability to manage contractors and coordinate multiple projects simultaneously.
- Utilize web-based performance management and time tracking systems, email software such as MS Outlook and various web-based applications.
- Ability to meet access requirements for NAS/military base work (badge, clearance processes, etc.).
- Must be available for occasional travel within the NEC service area.
Preferred Qualifications
- Electrical engineering degree and five to ten (5-10) years' experience in utility engineering field with project management experience
Licenses & Certifications
- Valid Class C Texas Driver's License
