Position Summary:
The Water/Wastewater Analyst will evaluate the reliability, resiliency, and redundancy of water supply, treatment, distribution, and wastewater collection systems that support federal and military missions. This role requires a strong technical background in water and wastewater infrastructure, including potable water systems, treatment facilities, pump stations, storage assets, collection networks, and associated control systems. Responsibilities include collecting, analyzing, and interpreting system data; identifying vulnerabilities, cross-infrastructure dependencies, and regulatory compliance gaps; and preparing clear, actionable reports and recommendations. Strong teamwork, collaboration, and communication skills are essential. The Analyst must be able to articulate technical issues to clients and colleagues, deliver formal presentations, and produce professional written reports. Primary clients include organizations within the Department of War (DoW).
Essential Functions:
- Participate in planning activities for virtual meetings and site assessments. Review system drawings, specifications, and documentation to verify compliance with applicable water, wastewater, environmental standards, and operational requirements.
- Conduct virtual and on site assessments of water supply, treatment, distribution, and wastewater collection systems to evaluate system condition, configuration, and operational performance. Review mission data and operational guidance to determine asset criticality and identify single points of failure.
- Perform field surveys and analyze maps, diagrams, and system data to identify deficiencies, risks, and opportunities for improvement in water and wastewater systems.
- Conduct water and wastewater infrastructure analysis of potable water systems, treatment facilities, storage assets, pump stations, distribution networks, wastewater collection systems, and related global infrastructure.
- Collect and interpret data related to infrastructure capacity and system performance to identify vulnerabilities to hazards, disruptions, or emerging threats.
- Evaluate operational efficiency of water and wastewater systems and document findings.
- Identify water and wastewater infrastructure vulnerabilities and recommend risk mitigation strategies.
- Prepare engineering reports detailing findings, analyses, and proposed improvements.
- Develop original reports, edit team submissions, and coordinate contributions to ensure timely, high quality deliverables.
- Conduct peer reviews, editing, and adjudication of technical documents.
- Address tasking from internal teams, DoW stakeholders, and broader organizational initiatives in a responsive and professional manner.
- Manage workload proactively, maintaining a 30 day outlook to meet deadlines and identify resource needs.
- Participate in engineering meetings, internal development sessions, and training activities.
- Maintain a strong customer service mindset by addressing client needs promptly and effectively
Competencies:
- Working knowledge of DoW-owned and civilian-owned water and wastewater infrastructure, networks, and operational requirements across CONUS and OCONUS locations.
- Engineering Assessments (Field Work).Â
- Ability to climb ladders and to walk distances over rough terrain.
- Preferred experience with DoW Unified Facilities Criteria (UFC) requirements. Â
- Preferred knowledge of LEED, IEEE, NERC, FERC, NFPA 70 and other Federal, State and Local Codes.Â
- Experience with ESRI software and other analytical applications used for infrastructure assessment.
- Experience with Microsoft SharePoint, Teams, and Office products with an emphasis on Excel.
- Knowledge of infrastructure threats and the ability to provide mitigation strategies for physical and cyber vulnerabilities.
- A collaborative team player who can effectively work within groups to achieve project objectives.
- Portraying a professional image when interacting with clients and installation personnel. Â Adhering to the RMC dress policy for assessments, engagement, attentiveness, and interactive.Â
- Capability to work within small groups and present findings clearly.
- Excellent command of the English language, both written and spoken, ensuring effective communication in a professional context.
Requirements
Education & Experience Requirements
- Four-year college technical degree or equivalent experience
- 5+ years’ experience in electrical utility field
- Familiarity with industry standards and pertinent federal policy
- Military background or experience with military facilities design or construction
- Strong writing skills
Desired Certificates & Licenses:
- 4-Year+ Accreditation Board for Engineering and Technology (ABET) Accredited Degree in Engineering
- Associate’s degree or Advanced Post Secondary diploma in electrical technology or comparable discipline
- Completion of a Vocational-Technical (VoTECH) program or certificate with a focus on electrical technologyÂ
Other Requirements:
- Hybrid Position: This is a hybrid position where you will be working 4 days in office and 1 day remote.Â
- Security Clearance: Obtaining a DoW Top Secret clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
- Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
- Travel Flexibility: Willingness and capability to travel CONUS and OCONUS up to 25% of the time.
- Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
