Job Description

The Prequalification Risk Manager will be responsible for working with our Preconstruction and Operations teams in evaluating bid packages and potential subcontractors on a project-by-project basis, including providing risk mitigation recommendations based on the annual prequalification submissions. Strong leadership, communication, and analytical skills are required for this position.  The successful candidate should be hands-on, with a strong work ethic. He/she must be a detail-oriented, self-starter with the ability to find enjoyment in a fast-paced environment. This position involves communication and corroboration with business unit leaders, project teams and business partners across the country.
Specific Duties include:
  • Build strong connections with Subcontractor Community by developing:  relationships with key players, awareness of past and current performance history, awareness of current work in progress, changes in prequalification statuses, and entity structure, participate in Subcontractor outreach programs; and coordinating with the local Prequalification Liaisons in building subcontractor relationships and gathering and analyzing necessary information.
  • Guide and assist the project teams around subcontractor prequalification and potential risk mitigation efforts during buyout and development and implementation of risk mitigation plans. On large projects where subcontracts for certain trade packages require SDI carrier approval, support project teams (Operations and Preconstruction) in preparing procurement strategies and subcontractor bidders lists, providing insights into subcontractors’ experience, performance history, and capabilities.  
  • Assist project teams (Operations and Preconstruction) through the Prequalification exception and SDI carrier referral processes from initiation through approval and provide guidance to subcontractors, as necessary; help with the creation of risk mitigation plans; work with project teams to complete the required forms necessary to obtain SDI carrier approval for certain subcontracts on a particular project or maintain carrier approval in the event the contract exceeds a prior approval threshold.  
  • Monitor the implementation of risk mitigation plans on projects; promote accountability around implementing risk mitigation plan solutions and highlighting the risk of non-compliance.
  • Review of annual prequalification compliance for subcontractors who are working on active jobs and assist the National Prequalification Team in initiating renewals when needed.
  • Participate in project Risk Assessments and review monthly status reports for visibility to subcontractor related performance concerns, reserves and fee erosion; assist project teams in monitoring and managing subcontractor default risks (systems, processes and tools).
  • Point of Contact for subcontractor risk transfer tools: payment and performance bonds, contractual language, letter of credits, etc.; guide and assist the project team around subcontractor default coverage and acceptable language to transfer coverage.
  • Build strong connections within DPR’s Risk Management groups, Preconstruction, Core Construction and Enterprise Corporate Services for assistance, access to resources, and sharing what you’ve learned. 
  • Ability to develop training material and deliver via in-person, virtual, and on demand training platforms.
Experience:
  • Evaluation and mitigation of subcontractor default risks
  • Able to excel in a team environment and be a strong team player, successfully communicating with and seeking input from others
  • Working knowledge of construction contracts, subcontracts, purchase orders and other related agreements.
Qualifications
  • Bachelor’s degree
  • 5-7 years of construction industry experience. Operations and/or prequalification experience is a plus.
  • Strong financial acumen in evaluating subcontractor risk is preferred
  • Creative thinker and problem solver
  • Demonstrate experience managing internal and external customer relationships
  • Strong work ethic and “can-do” attitude
  • Ability to anticipate what might occur and help shape a great outcome; and to sense what's happening and respond with consistency and urgency
  • Excellent written, verbal and presentation skills. Able to communicate complex things simply without overwhelming
  • Thorough understanding of typical project management processes and related information and forms
  • Strong listening skills and openness to others’ points of view while maintaining risk advocacy for DPR
  • Strategic thinker: ability to recognize the downstream effects of decisions to advise the project team on best approaches
