Assists in managing the daily administration and operations of several areas of responsibility by planning, assigning and supervising the work of others, establishing goals and objectives, developing schedules, priorities and standards for achieving goals, and coordinating and evaluating program activities. 

Management Scope: Manages supervisory and exempt/non-exempt staff.

Responsibilities

1. Assists management by planning, organizing, delegating and overseeing the daily operations of several areas of responsibility to ensure compliance with applicable laws, policies and procedures.

2. Oversees the civil court operations of the district clerks office to ensure staffing coverage is adequate, productivity standards are met and are effective; provides feedback to staff; collects data for performance measures; and generates activity and programmatic reports.

3. Researches and maintains comprehensive knowledge and understanding of applicable laws, policies and procedures affecting the processing of Texas civil cases to effectively communicate with staff, elected officials, judges, attorneys and/or other professionals to resolve problems, answer questions, provide assistance and modify policies/procedures. 

4. Hires and trains supervisory and support staff, evaluates performance and initiates disciplinary actions. Prepares scheduling, productivity and workload statistical reports for employees.

5. Develops and implements goals and objectives, performance measures and techniques to evaluate programmatic activities.

6. May represent the department in oral presentations, hearings, trials and legislative meetings, interacting with the judiciary, law enforcement and other agencies to communicate ideas and solve problems. May coordinate community service programs and/or activities.

7. Assists in budget preparation for the section and maintains related data and reports.

Qualifications

Education, Experience and Training:
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Criminal Justice or in a job related field of study. Two (2) years of work related experience in a legal, business or governmental field.

Special Requirements/Knowledge, Skills & Abilities:
Knowledgeable of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Requires thorough knowledge of local, state and federal laws, rules and regulations relevant to the area of responsibility. General knowledge of court procedures preferred.

Physical/Environmental Requirements:
Standard office environment. May be required to stand, walk and sit for prolonged periods.
