Job Summary

The Parking Enforcement Officer patrols and monitors regulated parking zones for the City of Dallas. Identifies violations and initiates appropriate code enforcement action to ensure compliance with parking restrictions and ordinances, maintain traffic flow, and ensure pedestrians' safety.


Job Description
 

Essential Functions

1 Interprets and enforces parking ordinances by issuing parking and criminal citations to ensure adequate traffic flow, ensure off-street fire lane and disabled parking spaces are enforced and maximize available on-street parking spaces.

2 Investigates and resolves complaints concerning parking on unimproved surfaces in residential areas and initiates cases for all other illegal parking by interpreting and enforcing all parking ordinances, maintaining detailed case files about each violation, conducting follow-up visits, and issuing parking citations.

3 Operates hand-held computer to identify scofflaws and boot-eligible vehicles and impounds vehicles from public right-of-way after determining vehicles are in parking ban, are junked, abandoned or have not moved in more than 24 hours.

4 Provides information to citizens regarding parking ordinances in order to increase voluntary compliance, maintain traffic flow, and improve neighborhood conditions; assists motorists who have stalled cars, flat tires, or are locked out of their vehicles.

5 Provides written information about parking violations and testifies at parking adjudication hearings and in Municipal Court to provide information about citizens' parking violations.

6 Reports traffic signal malfunctions and criminal activity to Parking Enforcement dispatch for referral to appropriate department and coordinates with Code Enforcement to resolve junk motor vehicle complaints on private property.

7 Directs vehicle and pedestrian traffic at critical intersections and at fire and traffic accident scenes to ensure safe traffic flow; enforces parking in residential areas surrounding Fair Park during special events.

8 Performs any and all other work as needed or assigned.

Knowledge, Skills & Abilities:
1 Knowledge of parking ordinances.
2 Knowledge of City policies and procedures.
3 Knowledge of code enforcement.
4 Knowledge of City layout.
5 Ability to operate a computerized handheld ticket writer.
6 Ability to operate a two-way radio.
8 Ability to identify violations and write tickets.
9 Ability to deal with confrontational situations with tact and professionalism.
10 Communicating effectively verbally and in writing.
11 Establishing and maintaining effective working relationships.

Minimum Qualifications

EDUCATION:

  • High school diploma or GED.

 

EXPERIENCE:

  • Two (2) years of customer service, law/code/parking enforcement experience.

 

LICENSE:

  • Valid driver’s license and good driving record.

OTHER REQUIREMENTS:

  • No felony or class A MISDEMEANOR convictions.

  • No Class B MISDEMEANOR convictions within the last ten (10) years.

  • Availability to work Saturday, Sunday and/or nights.

  • Subject to walking in all types of inclement weather.

Transportation: Effective oral and written communication skills preferred. Must be able to explain ordinances and policies to the community; lift/carry 25 to 35 pounds; work outside in inclement weather (e.g., rain, snow, heat or cold); and walk/stand for extended periods of time. This position responds to blocked City roadways for traffic control duties.
