The Staff Pad is proud to partner with a premier logistics and warehousing organization, and we are looking to hire a Regional Manager for Human Resource & Payroll for their Dallas, TX location.
This senior leadership position is responsible for overseeing the strategy, operational excellence, and compliance of all HR and payroll functions across the organization.
Acting as a key liaison between executive leadership and HR management, the Regional Manager translates business objectives into effective, scalable people strategies.
HR Managers report directly to this role, which provides leadership, guidance, and governance while maintaining hands-on responsibility for employee relations execution, payroll accuracy, and risk mitigation/management, with established escalation protocols to the Vice President of Human Resources.
What You’ll Do
In this role, the Regional Manager serves as the primary point of accountability for people operations, ensuring consistency, regulatory compliance, and high-quality employee experience across all locations.
Key Responsibilities:
Strategic Leadership & Governance
- Develop and execute enterprise-wide HR and payroll strategies aligned with business objectives
- Advise executive leadership on organizational design, workforce planning, culture, and risk management
- Establish HR governance frameworks, standards, and operating models across all regions
- Ensure HR programs remain scalable, consistent, and compliant across jurisdictions
HR Operations & People Management
- Lead, coach, and develop HR Managers to ensure effective execution across all HR functions.
- Oversee employee relations strategy, including investigations, performance management escalations, and corrective actions
- Ensure consistent application of policies, procedures, and disciplinary standards across the organization
- Prepare, document, and recommend disciplinary actions, including terminations; obtain Vice President of Human Resources approval for all terminations
- Serve as the primary escalation point for sensitive and high-risk employee matters before VP-level review
Payroll Oversight
- Oversee payroll governance and accuracy to ensure timely, compliant payroll processing
- Partner with payroll providers and Finance to ensure alignment, controls, audits, and reconciliations
- Ensure compliance with payroll regulations, including wage and hour laws, reporting requirements, and audit standards
- Maintain seamless integration between payroll processes, HRIS, and benefits administration
Compliance, Risk & Employee Relations
- Ensure compliance with federal, state, and local employment laws, with emphasis on New York, multi-state operations, and operational intensive environments (warehousing, logistics, client-facing staff)
- Monitor and adapt to statutory changes, ensuring ongoing legal compliance
- Oversee the development, maintenance, and enforcement of HR policies
- Partner with the Vice President of Human Resources on termination decisions, high-risk employee relations matters, legally sensitive investigations, and employment claims
- Support litigation matters and coordinate with external counsel as directed by the Vice President of Human Resources
Compensation, Benefits & Performance
- Oversee compensation structures, incentive programs, and benefits offerings within established strategy
- Ensure pay-for-performance alignment, consistency, and transparency
- Support performance management processes, promotions, and compensation recommendations
- Partner with Finance on workforce budgeting, forecasting, and headcount planning
Systems, Data & Reporting
- Oversee HRIS and payroll system effectiveness, data integrity, and reporting
- Analyze HR and payroll metrics to identify trends, risks, and improvement opportunities
- Provide executive-level reporting on workforce metrics, compliance exposure, and labor costs
Culture, Leadership & Development
- Promote a professional, compliant, and service-focused culture aligned with the company’s brand and client expectations
- Support leadership development and succession planning initiatives
- Ensure managers receive the training and resources needed to lead effectively, consistently, and lawfullyÂ
What We Are Looking For
Skills & Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s preferred
- 10+ years of leadership experience in HR, payroll, finance, or people operations within complex organizations
- Experience managing payroll in collaboration with Finance and/or external providers
- Strong knowledge of U.S. employment law, wage and hour regulations, and compliance requirements
- Ability to balance strategic leadership with hands-on execution
- Sound judgment, discretion, and executive presence
- Proficiency with HRIS and payroll systems
- Strong communication, influencing, and problem-solving skills
Preferred Qualifications
- SHRM-SCP, SPHR, or comparable certification (or willingness to obtain)
- Experience supporting senior executives and operationally complex businesses
- Background in regulated or compliance-driven environments
