Position Summary

The Structural Foreman is responsible for supervising and coordinating field crews performing structural construction activities on heavy civil and infrastructure projects. This position provides day-to-day field leadership to ensure structural work is completed safely, efficiently, on schedule, and in accordance with project plans, specifications, quality standards, and company requirements.

The Structural Foreman works closely with Superintendents, Project Engineers, Safety personnel, Quality personnel, and other field supervisors to coordinate labor, equipment, materials, and work activities.

Essential Duties and Responsibilities

Field Supervision

  • Lead, supervise, and coordinate daily activities of structural construction crews.
  • Plan and assign work to employees based on project priorities and production requirements.
  • Communicate daily work expectations, production goals, and safety requirements to the crew.
  • Monitor employee performance, productivity, attendance, and work quality.
  • Ensure crews have the necessary tools, equipment, materials, and information to perform assigned work.
  • Coordinate work activities with other trades and construction crews to minimize delays and conflicts.

Structural Construction

  • Supervise structural concrete and related construction activities, including bridge and roadway structures; concrete foundations and footings; columns, piers, and caps; abutments and retaining walls; cast-in-place concrete structures; formwork and falsework; reinforcing steel/rebar installation; concrete placement, finishing, and curing; and structural demolition and rehabilitation, as applicable.
  • Read and interpret construction drawings, plans, specifications, and details.
  • Verify layout, dimensions, elevations, grades, and structural components before construction activities begin.
  • Ensure work is performed according to approved plans, specifications, and applicable construction standards.

Safety

  • Promote and maintain a strong safety culture within the crew.
  • Conduct or participate in daily pre-task planning and safety meetings.
  • Identify potential hazards and take appropriate corrective action before work begins.
  • Ensure employees properly use required personal protective equipment (PPE).
  • Enforce company safety policies, project-specific safety requirements, and applicable OSHA regulations.
  • Immediately report accidents, injuries, near misses, unsafe conditions, and property damage.
  • Maintain safe access, housekeeping, and work areas throughout the project.

Quality

  • Inspect work throughout construction to ensure compliance with project drawings, specifications, and quality requirements.
  • Coordinate with Quality Control personnel regarding inspections and testing.
  • Identify and correct deficiencies before work progresses to the next phase.
  • Ensure proper placement of reinforcing steel, embeds, anchor bolts, forms, and other structural components before concrete placement.
  • Assist with concrete placement activities and verify that proper procedures are followed.
  • Minimize rework through effective planning, communication, and inspection.

Planning and Production

  • Review upcoming work with the Superintendent and other project leadership.
  • Assist in developing daily and weekly work plans.
  • Monitor crew productivity and progress against project schedules and production goals.
  • Identify potential schedule, manpower, material, or equipment issues and communicate them to the Superintendent.
  • Coordinate delivery and staging of materials and equipment.
  • Maintain accurate daily records of manpower, equipment, quantities, and work completed.
  • Assist management with forecasting labor and equipment needs.

Leadership and Employee Development

  • Provide leadership, direction, coaching, and training to craft employees.
  • Promote teamwork, professionalism, accountability, and respectful workplace behavior.
  • Train employees on proper construction methods, equipment use, safety procedures, and quality expectations.
  • Address performance or conduct concerns promptly and communicate significant issues to the Superintendent and Human Resources, as appropriate.
  • Help identify employees with the skills and potential for increased responsibilities and advancement.

Qualifications

Education and Experience

  • High school diploma or GED preferred.
  • Minimum of 5 years of heavy civil or structural construction experience preferred.
  • Previous experience as a Foreman, Lead Person, or similar field leadership position preferred.
  • Demonstrated experience with structural concrete construction.
  • Bridge, highway, transportation, or major infrastructure construction experience strongly preferred.

Knowledge and Skills

  • Strong knowledge of structural concrete construction methods and sequencing.
  • Knowledge of formwork, reinforcing steel, concrete placement, foundations, walls, columns, piers, and related structural components.
  • Ability to read and interpret construction drawings, specifications, and plans.
  • Ability to understand grades, elevations, dimensions, and basic construction layout.
  • Working knowledge of construction safety requirements and OSHA regulations.
  • Strong leadership and crew-management skills.
  • Effective verbal and written communication skills.
  • Ability to plan work, solve field problems, and make timely decisions.
  • Ability to coordinate multiple work activities in a fast-paced construction environment.
  • Basic understanding of production tracking, labor utilization, and construction schedules.

Licenses and Certifications

  • Valid driver's license may be required.
  • OSHA 10 or OSHA 30 certification preferred.
  • First Aid/CPR certification preferred.
  • Additional project-specific certifications may be required.

Physical Requirements

The employee must be able to:

  • Work outdoors in varying weather and environmental conditions.
  • Frequently stand, walk, climb, bend, stoop, kneel, and reach.
  • Navigate uneven terrain, ladders, scaffolding, and active construction areas.
  • Lift and carry materials, tools, or equipment consistent with job requirements.
  • Work around heavy equipment, construction vehicles, concrete operations, and elevated work areas.
  • Wear required personal protective equipment.
  • Work extended hours, nights, weekends, or varying shifts when required by project schedules.

Work Environment

This position is primarily field-based and is performed on active heavy civil construction projects. The Structural Foreman may be exposed to noise, dust, moving equipment, traffic, heights, changing weather conditions, and other conditions commonly associated with major construction projects.
